November 30, 2016 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., November 30, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Murphy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Moore led the Pledge of Allegiance. The minutes of the November 23, 2016, City Council meeting were approved as printed. Council Member Stonecipher abstained from the vote. MAYOR APPOINTMENT Moved by Council Member Roberts, seconded by Council Member Stonecipher, to concur with the following appointment: Everett Historical Commission Appointment of David Ramstad to Position 8 for the remainder of the six-year term expiring December 31, 2018. Roll was called with all council members voting yes. Motion carried. Mayor Stephanson thanked the public for generosity and encouraged citizens to learn more about responsible giving opportunities in our community by visiting the City's website. The Mayor also announced that the City of Everett' s government access channel added closed captioning to the live and recorded broadcasts of Everett City Council and subcommittees meetings and Everett Planning Commission meetings. 382  November 30, 2016 OATH — POLICE OFFICERS Moved by Council Member Roberts, seconded by Council Member Stonecipher, to concur with the appointment of Brandon Hoelzel and Brian Setzer as new police officers. Roll was called with all council members voting yes. Motion carried. The Deputy City Clerk administered the oaths of office, and Mayor Stephanson presented the officers with badges. Mayor Stephanson announced that the first meeting of the Vision Committee will be held on January 7, 2017. APPOINTMENT Moved by Council seconded by Council Member Member Franklin, Tuohy, to concur with the following appointment: Vision Committee Appointment of Chris Adams, Corissa Almli, Brenda Bolanos- Ivory, Kelly Berger, Sharita Burton, Greg Campbell, Hugh Denny, Christopher D. Elliott, Julie Frauenholtz, Ciera Graham, Caitlin Knox, Ethel T. McNeal, Maddy Metzger- Utt, Dr. Suzanne Powell, Roman Radchuk, Michael Rinner, Angie Sievers, Maria ( Kika) Sleeper, Maria- Teresa Vicens, Linda War Bonnet, Walter White, and Benjamin Young to the Vision Committee. Council Member Moore commented on a great representation of the city and thanked City staff. Council Member Stonecipher suggested implementing an interview process for all future Everett boards and commissions appointments. 383  November 30, 2016 Bob Bolerjack, Administration, shared with the Council that staff was encouraged to implement an interview process. Roll was called with all council members voting yes. Motion carried. COUNCIL Council Member Moore commented on a General Government Subcommittee discussion regarding City Council representation, districting and citizen outreach. He also encouraged Council of Neighborhoods to engage with the public school system. Council Member Stonecipher suggested the Council explore the adoption of a resolution regarding pipeline safety and protecting the city' s water resource. Council members supported the proposal. Considerable discussion ensued. President Murphy agreed to refer the matter to the Public Safety Subcommittee for further review. Mayor Stephanson indicated that City staff will research the issue and report back to the Council next week. President Murphy stated the follow-up discussion will be placed on next week' s agenda. Council Member Tuohy announced the Public Safety Subcommittee is scheduled to meet on Wednesday, December 14, 2016. Council Member Franklin reminded the public that the Wintertide Celebration will be held December 1, 2016, 4 p. m. — 7 p. m., at the Everett Performing Arts Center. She also invited the public to attend the Annual Holiday Bazaar on December 2, 2016, 9 a. m. — 3 p. m., at the Carl Gipson 384  November 30, 2016 Senior Center and the Santa Paws event on December 3, 2016, 10 a. m. — 4 p. m., at the Everett Animal Shelter. Council Member Franklin stated that she would like to bring forward a resolution declaring the City of Everett to be an inviting, equitable and safe community for everyone who lives in, works in, and visits Everett. President Murphy concurred with Council Member Franklin and stated that a resolution will be placed on the agenda for next week. Mayor Stephanson shared with the council and the public a policy regarding enforcement of immigration laws that prohibits the Police Department from inquiries into citizenship status, immigration- related investigations, and inquiries into the immigration status of persons encountered during police operations. Council Member Stonecipher asked why the City of Everett is not on the list of sanctuary cities. Mayor Stephanson stated that there is no legal definition of a sanctuary city, and the City of Everett is acting as a sanctuary city. Council Member Tuohy stated that she will not be in attendance at next week' s meeting, but she fully supports the resolution. Council Member Roberts provided a recap of the General Government Subcommittee meeting held earlier this evening. He summarized the General Government Subcommittee' s recommendations regarding the formation of a committee separate from the Transportation Advisory Committee (TAC) that would be devoted exclusively to Everett Transit. President Murphy announced that Item No. 17 has been pulled from today's agenda. Dave Davis, Public Works, stated that the staff is in the process of preparing a new ordinance. He also thanked the Council for their support regarding the security of the city' s water system. 385  November 30, 2016 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 30 minutes, concerning three legal matters pursuant to RCW 42. 30. 110( 1)( i)( c) with no announcement to follow. CITIZEN COMMENTS Louis Wentink, League of Women Voters of Snohomish County, spoke about an informed participation in government and outreach to the community. Council Member Roberts thanked the League of Women Voters for their outreach efforts. J. T.Dray, Everett, spoke about a policy approach Everett City Council should take regarding Everett Transit. Mike LaPointe, Everett, spoke about the Firewheel Community Coffeehouse' s eviction, which took place this morning.
