December 14, 2016 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., December 14, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Murphy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Council Member Tuohy led the Pledge of Allegiance. The minutes of the December 7, 2016, City Council meeting were approved as printed. Council Members Stonecipher and Tuohy abstained from the vote. MAYOR Mayor Stephanson had no comments. COUNCIL Council Member Tuohy commented on her attendance at the Mayor's Holiday Reception in recognition • of the City of Everett Boards and Commissions and thanked volunteers for serving. Council Member Franklin echoed Council Member Tuohy' s comments and thanked all Boards and Commissions volunteers. Council Member Roberts thanked citizens who served on the Boards and Commissions. He also announced that the tentative date for next General Government Subcommittee meeting is January 18, 2017. President Murphy reported on his attendance at the American Red Cross Centennial Heroes Breakfast. He also provided a liaison report on his attendance yesterday at the Snohomish Health District Board meeting. 400 December 14, 2016 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 15 minutes, concerning two legal matters pursuant to RCW 42. 30. 110( 1)( i)( c) with no announcement to follow. CITIZEN COMMENTS Bob Creamer, Everett, proposed the City reinstate monthly newsletters from the local increase the staffing level in the Code neighborhoods, Enforcement unit, and revise the Everett City Council election process. COUNCIL BRIEFING AGENDA: Transit Long Range Briefing. Presented by Tom Hingson and Sabina Popa, Everett Transportation Services. Considerable discussion ensued regarding the outreach efforts to people who are currently not using Everett Transit. J. T. Dray, spoke about his experience working with Everett Everett, Transit as a member of the Transportation Advisory Committee (TAC). Authorize the Mayor to sign Supplemental Agreement No. 2 of the Local Agency Standard Consultant Agreement with KPFF Consulting Engineers for the Grand Avenue Park Bridge design in an amount not to exceed$ 287,915. 91. Presented by Jim Miller, Public Works Authorize the Mayor to sign Supplemental Agreement No. 3 of the Local Agency Standard Consultant Agreement with KPFF 401 December 14, 2016 Consulting Engineers for the Grand Avenue Park Bridge construction management services in an amount not to exceed 1, 390, 791. 35. Presented by Jim Miller, Public Works PROPOSED ACTION ITEMS: COUNCIL BILL 1611- 54 SECOND READING: AN ORDINANCE regarding storm water and storm drainage and amending Ordinance No. 3168- 10 and 2182- 96, as amended. Chapter 14. 28 EMC) CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Franklin, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7059 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 481, 346. 23 for the period of November 24, 2016, through December 2, 2016. RESOLUTION — PAYROLL To adopt Resolution No. 7060 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of $3, 679, 927. 10 for the period ending November 26, 2016. 402 December 14, 2016 JOB COMPLETE — SENATOR HENRY M. JACKSON PARK RENOVATION To accept the Senator Henry M. Jackson Park renovation as complete and authorize the Mayor to sign the Certificate of Completion and final contract voucher with Faber Construction. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. ACTION ITEMS: COUNCIL BILL 1611- 48 THIRD AND FINAL READING: AN ORDINANCE approving the appropriations of the 2016 revised City of Everett Budget and amending Ordinance No. 3512- 16 Moved by Council Member Franklin, seconded by Council Member Tuohy, that this is declared to be the third and final reading of Council Bill No. 1611- 48, and the city clerk is directed to call the roll for the final disposition of the ordinance. AGREEMENT AMENDED —ACTIVE DIRECTORY DOMAIN SERVICES Moved by Council Member Franklin, seconded by Council Member Bader, to authorize the Mayor to sign Amendment No. 2 to the CivicPlus Advantage contract to add Active Directory Domain Services in the amount of $ 3, 138 including Washington State sales tax. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. AGREEMENT — RESTORATION PLAN FOR URBAN FORESTED AREAS Moved by Council Member Roberts, seconded by Council Member Franklin, to authorize the Mayor to sign a Professional Services Agreement with Forterra NW to continue implementation of a 406 December 14, 2016 restoration plan for several publicly owned urban forested areas within the City, in an amount not to exceed $ 63, 000. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. BID CALL — WATER FILTRATION PLANT OPERATIONS BUILDING SEISMIC RETROFIT PROJECT Moved by Council Member Roberts, seconded by Council Member Bader, to reject all bids received on November 15, 2016, and authorize to re- bid the construction of the Water Filtration Plant Operations Building Seismic Retrofit Project. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. AGREEMENT —GRANT REBATE Moved by Council Member Bader, seconded by Council Member Franklin, to authorize the Mayor to sign a Grant Rebate Agreement Puget Sound in the $ 24, 420 including with Energy amount of Washington State sales tax.
