August 15, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., August 15, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Member Tuohy led the Pledge of Allegiance. The minutes of the August 8, 2018, City Council meeting were approved as printed. Council Members Moore and Stonecipher abstained from the vote. MAYOR OATH — POLICE OFFICER Moved by Council Member Murphy, seconded by Council Member Stonecipher, to concur with the appointment of Titus Le as a new police officer. Roll was called with all council members voting yes. Motion carried. The Deputy City Clerk administered the oath of office, and Mayor Franklin presented the officer with his badge. Mayor Franklin commented on her attendance at the current Japanese - American exhibit at the Schack Art Center. COUNCIL Council Member Bader provided a liaison report on his attendance at the Snohomish Health District Board meeting. 252  August 15, 2018 Council Member Tuohy reminded the public of upcoming events and activities in the City. She also requested an update regarding the plastic bag ban be provided to the Council. Council Member Murphy provided the 2019 budget calendar overview. President Roberts echoed the Mayor' s comments regarding the exhibit at the Schack Art Center. He also stated that he will distribute a letter he received from the Puget Sound Clean Air Agency. Council Member Roberts reminded the public about the Metro Everett Plan process. ADMINISTRATION UPDATE ON PRIOR BUSINESS Nick Harper, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS There were no citizens who wished to speak. COUNCIL BRIEFING AGENDA: COUNCIL BILL 1808- 35 FIRST READING: AN ORDINANCE regulating special events and repealing Ordinance No. 461- 77 ( Chapter 46. 24 EMC) Presented by Susy Haugen, Finance Council Member Murphy asked administration to look at the possibility of increasing the non- compliance fine. 253  August 15, 2018 City Attorney Iles responded that the Legal Department will verify with State law and report back to the Council. Victor Harris, Everett, asked about a timeline for an application process and a grandfathering provision. Susy Haugen stated that applications can be submitted as early as 18 months in advance. Discussion about administrative procedures took place. Public Hearing on city-wide off-street parking regulations and zoning boundary changes in the Metro Everett Plan. Presented David Stalheim, Planning; and Nick Harper, Administration Council members expressed concern regarding negative impact on property values and requested information be provided to Council regarding downzoned properties. David Stalheim stated the Planning Department will provide additional information. Discussion took place regarding protection of property owners' rights, proposed boundary changes and off-street parking regulations, and transit services. Council Member Tuohy requested the parking study timeline be provided to the Council. Nick Harper, Administration, stated an update will be provided. Greg Benson, Everett, expressed concern regarding the parking situation in the area around Norton and Grand Avenues. He also spoke about historical values of properties. Patrick Hall, Everett, provided suggestions regarding changes in transportation options and parking enforcement efforts. 254  August 15, 2018 April Cole, Everett, spoke about historic overlay. Tye Ferrell, Everett, suggested looking into economic development for communities. Mr. Ferrell also spoke about carbon impact and climate change. President Roberts encouraged citizens to submit their comments and concerns to the Planning Department. Russ Juckett, Everett, presented correspondence from Shockey Planning Group, Inc., regarding proposed zoning changes. Greg Benson, Everett, spoke about historic overlay and provided suggestions for historic preservation. Victor Harris, Everett, spoke about parking issues in North Everett and historic property values. Discussion ensued regarding increased height standards, decrease of property values, historic value of neighborhoods, changes in transit service level, Everett Metro Center Development Evaluation study prepared by Leland Consulting Group, current and projected density and growth targets, and green spaces in downtown Everett. Council Member Moore left the council chambers at 8: 25 p. m. Briefing on the City of Everett and Vera Whole Health Near-Site Clinic Agreement. Presented by Sharon DeHaan, Human Resources; Keith Robertson, Alliant Insurance Services; Lindsay Leeder and Jennifer Sargent, Vera Whole Health; and Tim Benedict, Legal. Council Member Murphy requested a summary of the cost being shifted to employees be provided to the Council. AGREEMENT — ARCHITECTURAL SERVICES To authorize the Mayor to sign the Professional Services Agreement with 2812 Architecture for the Water Filtration Plant in an amount not to exceed $ 29, 200. AGREEMENT - DRIVER AND PLATE SEARCH AND DRIVER INFORMATION AND ADJUDICATION SYSTEM To authorize the Mayor to execute and administer in conjunction with the Washington State Department of Licensing terms and conditions for access to and use of the Driver and Plate Search and Driver Information and Adjudication System databases. AGREEMENT AMENDED - DEPLOYMENT COSTS To authorize the Mayor to sign the Contract Amendment authorizing the Washington Military Department to reimburse the City for deployment costs estimated at $ 195, 953. 13. PURCHASE - PLAYGROUND EQUIPMENT WITH INSTALLATION To authorize the purchase of playground equipment with installation from King County Directors Association contract No. 18- 0315 in the amount of $ 137, 698. 87 including Washington State sales tax. AGREEMENT AMENDED - THREE LAKES VALVE BYPASS PROJECT To authorize the Mayor to sign Change Order No. 2 with McClure & 259  August 15, 2018 Sons, Inc. for the Three Lakes Valve Bypass Project, in the amount of 37, 796. 79 ( including Washington State sales tax) and adding 53 additional calendar days to the contract time. ACTION ITEMS: REQUEST FOR PROPOSAL — PARKING ENFORCEMENT SYSTEM Moved by Council Member Murphy, seconded by Council Member Bader, to award Request for Proposal for Parking Enforcement System and to authorize the Mayor to sign the Agreement with Gtechna in the amount of $ 159, 526. 83 including Washington State sales tax. Steven Hallyer, Information Technology, provided a brief overview of the Parking Enforcement System. Roll was called with all council members voting yes, except Council Member Moore who was excused.
