August 29, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., August 29, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, and Stonecipher were present. Council Member Tuohy was excused. Council Member Moore led the Pledge of Allegiance. The minutes of the August 22, 2018, City Council meeting were approved as printed. MAYOR Mayor Franklin reported on the Mayor' s Award Ceremony for the Everett Public Library' s summer reading program. She congratulated the young people of Everett and Library staff for a successful summer event. COUNCIL Council Member Murphy reported that the Council Budget Subcommittee is scheduled to meet next Wednesday, September 5, at 5: 30 p. m. in the council chambers. President Roberts suggested, after receiving additional information from City the action to adopt a resolution naming the proposed park staff, adjacent to the YMCA be tabled pending further discussion. There were no council members opposed. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Chief of Staff, had no comments. 272 S August 29, 2018 CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Gary Watts, Everett, spoke about the issue of people camping on Smith Avenue and requested assistance with reactivation of the Smith Avenue Stakeholders group. He also thanked Parks staff for the vibrant display of flowers this summer. Mayor Franklin stated she would ask staff to follow up with Mr. Watts. COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign the Interlocal Cooperative Agreement between the City of Everett and Everett Public Schools concerning the School Resource Officer Program in the amount of$ 740, 289. Presented by Chief Dan Templeman, Police PROPOSED ACTION ITEMS: COUNCIL BILL 1808- 36 SECOND READING: AN ORDINANCE closing the Special Construction Fund entitled, Main Library Window Replacement Project," Fund 342, Program 019, as established by Ordinance No. 3568- 17 RESOLUTION — NAMING OF PROPOSED PARK Adopt Resolution naming the Proposed Park adjacent to the YMCA located at 4730 Colby Avenue "Arthur Grossman Memorial Park." S 273  August 29, 2018 CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7284 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 657, 532. 78 for the period of August 11, 2018, through August 17, 2018. PUBLIC HEARING — METRO EVERETT & OFF- STREET PARKING: President Roberts opened the consolidated public hearing regarding Council Bills 1807- 25, 1807- 26, 1807- 27, 1807- 28, 1807- 29, 1807- 30, 1807- 31, and 1807- 32. President Roberts thanked the public for their participation and the work completed by City staff. David Stalheim, Planning, provided a review of the amendment package being presented this evening for final public hearing consideration. President Roberts invited public comment. Rhonda Hilyer, representing Ideal Option, stated the clinic has secured a new space and is withdrawing its previous request to occupy space at 2808 Hoyt Avenue. Don Hopkins, Everett, spoke about security concerns around the property occupied by the Everett Elks Club. I. 274  August 29, 2018 Donna Perrigo, Everett, expressed her appreciation that issues relating to Ideal Option had been resolved. Art Skotdal, Everett, spoke about security byconcerns expressed downtown tenants and expressed a preference for spreading out social services and low- income housing across the city. Nicholas Bratton, representing Forterra and Everett Station District Alliance, expressed support for the Metro Plan and encouraged adoption of the plan by the Council. Jean Satti- Hewat, Everett, spoke about the Norton- Grand and historic overlays and asked that the guidelines be adopted as ordinances. Jim Dean, Everett, spoke about the Norton- Grand historical overlay area. He also expressed support for clinics and social services in downtown Everett. Victor Harris, Everett, spoke about the continued need for ample off- street parking. Moved by Council Member Bader, seconded by Council Member McNeal, to close the public hearing. Roll was called with all council members voting yes, except Council Member Tuohy who was excused. Motion carried. Discussion took place regarding the process for review of the amendments and the need for a format that provides clarity for the public. City Attorney Iles recommended that David Stalheim lead a discussion relating to amendments contained in the August 23, 2018, memo to the Mayor and City Council, followed by action on the amendments and finally action to adopt each ordinance as amended. 275  August 29, 2018 Mr. Stalheim reviewed the packet of amendments, which included the following: Norton- Grand and Historic Overlays 1) Review historic overlays to add additional protections. 2) Rucker & Pacific ( Reduce heights from 5- 8 floors to 5- 7 floors.) 3) Height fractions ( Amend text of chapter 20.) 4) Upper floor Stepbacks ( Increase for the rear of buildings which abut a residential zone with heights of 35' or less.) 5) Building Design along Rear ( Add design standards for development that abuts a residential zone.) Discussion took place regarding revised nonconforming use language 19. 38. 030) described in today' s memo to the Mayor and Council. President Roberts asked Council Member Stonecipher to confirm that she intended the inclusion of revised nonconforming use language in her motion. Council Member Stonecipher confirmed the inclusion of revised language in Option D. Discussion took place regarding the minimum parking option for off-street parking, enforcement capacity, transit options, and fee charges. David Stalheim stated that Planning staff will be coming back with a fee schedule for Council' s consideration. Council Member Murphy indicated that he felt the added enforcement of TDM plans ( Amendment # 11) addressed his concerns about reduced parking for multifamily ( Amendment# 10). Moved by Council Member Murphy, seconded by Council Member Bader, to accept the TDM enforcement language to the off- street parking amendment. Roll was called with all council members voting yes, except Council Member Tuohy who was excused. Motion carried.
