September 5, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., September 5, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council Vice President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, and Tuohy were present. Council Member Roberts was excused. Council Member Moore led the Pledge of Allegiance. The minutes of the August 29, 2018, City Council meeting were approved as printed. Council Member Tuohy abstained from the vote. MAYOR Mayor Franklin wished Everett public schools students a happy first day of school. COUNCIL Council Members echoed Mayor Franklin' s comments and reminded the public about student safety. Council Member Tuohy reminded the public that summer is over and the neighborhoods meetings are returning to regular scheduling. Council Member Murphy reported on the events of this evening' s Council Budget Subcommittee meeting. He announced a Revenue and Expense Workshop is scheduled for September 19 in council chambers, and encouraged citizens to attend and provide input. Vice President Bader reminded the public that the Everett Aquasox' are in a playoff game tonight. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no comments. 285  September 5, 2018 CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Marilyn Quincy, representing the Snohomish County Black Heritage Committee, spoke about the mission of the organization and thanked the City and council members for their continued support for the annual Nubian Jam festival and Martin Luther King Day events. Carol Gogarty, Everett, commented on the naming process for Everett' s newest park to be located in the Glacier View neighborhood and recommended " Glacier View Sunrise" as the name for the new park. Dwain Serjeant and Barbara Bates, both of Everett, spoke about challenges in finding long- term parking space for their truck and camper residence. Police Chief Dan Templeman spoke about the complexities of finding a safe place for people living in RVs and cars. He stated police will meet with Mr. Serjeant and Ms. Bates about their concerns. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Stonecipher, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7285 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 4, 267, 699. 62 for the period of August 18, 2018, through August 24, 2018. 286  September 5, 2018 RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7286 acknowledging the payment of payroll claims against the City of Everett in the amount of $ 4, 098, 577. 07 for the period of August 18, 2018. AGREEMENT — ASSET MANAGEMENT IMPROVEMENT AND COMPUTER MAINTENANCE MANAGEMENT SYSTEM REPLACEMENT PROJECT To authorize the Mayor to sign a Professional Services Agreement with LA Consulting Incorporated for the Asset Management Improvement and Computer Maintenance Management System Replacement Project in the amount of $188, 270. RESOLUTION — SURPLUS OF FORD E350 VAN To adopt Resolution No. 7287 declaring One Ford E350 Van ( V0151) surplus and authorizing its sale at public auction. CALL FOR BIDS — EVERGREEN LIBRARY BRANCH LIBRARY EXPANSION PROJECT To accept Call for Bids for the Evergreen Library Branch Library Expansion Project. AGREEMENT — INTERLOCAL CONCERNING THE SCHOOL RESOURCE OFFICER PROGRAM To authorize the Mayor to sign the Interlocal Cooperative Agreement between the City of Everett and Everett Public Schools concerning the School Resource Officer Program in the amount of $740, 289. 287  September 5, 2018 Roll was called with all council members voting yes, except Council Member Roberts who was excused. PUBLIC HEARING — EVERETT TRANSIT DEVELOPMENT PLAN Vice President Bader opened a public hearing regarding the acceptance of the Everett Transit Development Plan 2018- 2023 and 2017 Annual Report. Sabina Popa, Transportation Services, provided a presentation that included a highlight of 2017 activities, an overview of Everett Station, Fixed Route and Para Transit trips and expenditures and current and future projects. She also noted a final draft development plan was updated and distributed today. Vice President Bader invited public comment. There were no citizens who wished to speak. Moved by Council Member Moore, seconded by Council Member Tuohy, to close the public hearing. Roll was called with all council members voting yes, except Council Member Roberts who was excused. Motion carried. Ms. Popa announced an Everett Electric Bus Launch and Ribbon Cutting ceremony is scheduled for September 17, 2018, 11 a. m., at College Station. ACTION ITEMS: COUNCIL BILL 1808- 35 THIRD AND FINAL READING: AN ORDINANCE regulating special events and repealing Ordinance No. 461- 77 ( Chapter 46. 24 EMC) Moved by Council Member Stonecipher, seconded by Council Member Moore, that this is declared to be the third and final reading of Council Bill 1808- 35. City Attorney Iles noted that pursuant to previous discussion on the dais, additional language was added to the ordinance that attaches the administrative procedures to the document. He also stated that a change was made to Section 39 that provides a mechanism for making amendments. City Attorney Iles advised the Council to include these amendments in the motion if they choose to adopt. Moved by Council Member Stonecipher, seconded by Council Member McNeal, that this is declared to be the third and final reading of Council Bill 1808- 35, as amended. The City Clerk was directed to call the roll for the final disposition of the ordinance. COUNCIL BILL 1808- 36 THIRD AND FINAL READING: AN ORDINANCE closing the Special Construction Fund entitled, Main Library Window Replacement Project," Fund 342, Program 019, as established by Ordinance No. 3568- 17 Moved by Council Member Murphy, seconded by Council Member Stonecipher, that this is declared to be the third and final reading of Council Bill 1808- 36.
