September 12, 2018
The regular meeting of the Everett City Council was called to order at
6: 30 p. m., September 12, 2018, in the City Council Chambers of the William
E. Moore Historic City Hall, Council Vice President Bader presiding. Upon
roll call, it was found that Mayor Franklin and Council Members McNeal,
Bader, Stonecipher, and Tuohy were present. Council Members Roberts,
Moore, and Murphy were excused.
Vice President Bader led the Pledge of Allegiance.
The minutes of the September 5, 2018, City Council meeting were approved
as printed.
MAYOR
REAPPOINTMENT
Moved by Council Member Stonecipher, seconded by Council Member
McNeal, to concur with the following reappointment:
Everett Housing Authority Board
Reappointment of Allison Warren- Barbour to Position 1, for a six-
year term ending October 1, 2023.
Roll was called with all council members voting yes, except Council Member
Roberts, Moore, and Murphy who were excused.
Motion carried.
COUNCIL
Council Member McNeal reported on her attendance at the Riverside
Neighborhood meeting.

Council Member Stonecipher stated that the Port Gardner Neighborhood
meeting was cancelled. She also provided liaison reports on her attendance
at the Cultural Arts Commission and the Parks Board.
Council Member Bader announced a Budget Workshop is scheduled for
September 19, 4: 30 p. m. in council chambers. He also provided liaison
reports on his attendance at the Puget Sound Regional Council Growth
Management Policy Board meeting and the Snohomish Health District
Board meeting.
ADMINISTRATION UPDATE ON PRIOR BUSINESS
Lyle Ryan, Administration, had no report.
CITY ATTORNEY
City Attorney Iles requested an executive session, anticipated to last no
longer than 20 minutes, concerning two legal matters pursuant to RCW
42. 30. 110( 1)( i) with no announcement to follow.
CITIZEN COMMENTS
Liz Vogeli, Everett, spoke about climate change and her participation at the
National Rise for Climate Jobs & Justice event last weekend.

FIRST READING:
AN ORDINANCE updating transit fares and transfer policy,
amending Ordinance 2918- 06 ( EMC 3. 52. 090) and repealing
Resolutions 3975, 5114 and 5337

Council Member Tuohy requested an update on an agreement with
Community Transit.
Tom Hingson stated an update will be provided.
Council Member Stonecipher suggested looking at low- income fares
and paratransit rates.
Community Engagement and Inclusion Directive briefing.

CONSENT ITEMS:
Moved by Council Member Tuohy, seconded by Council Member
McNeal, to approve the following consent items:
STREET CLOSURE - WE ARE EVERETT 5K RUN/ WALK
To authorize the closure of one lane of Colby Avenue, between 10th
Street and 38th Street and the closure of 10th Street, Broadway
Avenue and 38th Street on September 29, 2018, 4 p. m. to 6 p. m., for
the We Are Everett 5K run/ walk, sponsored by the Snohomish
Running Company.
STREET CLOSURE - SNOHOMISH RIVER RUN
To authorize the closure of Lowell Snohomish River Road on October
14, 2018, 7: 30 a. m. to 1: 30 p. m., for the Snohomish River Run,
sponsored by the Snohomish Running Company.
PURCHASE - SERVICE BODY CRANE AND DUMP BODY
To authorize purchase of Service Body Crane and Dump Body from
Northend Truck Equipment Inc., utilizing City of Seattle Contract No.
3205 in the amount of $ 114, 450. 04, including Washington State sales

tax.
AGREEMENT— ACQUISITION OF PROPERTY LOCATED SOUTH
OF HAYES STREET
To authorize the Mayor to sign Purchase and Sale Agreement with
BNSF Railway Company, in substantially the form as attached, and
take all other actions necessary for the acquisition of property located
south of Hayes Street.
EASEMENT AGREEMENT - WATER MAIN AT RIVERSIDE
INDUSTRIAL PARK
To authorize the Mayor to sign Easement Agreement with the Port of
Everett for water main at Riverside Industrial Park.
Roll was called with all council members voting yes, except Council Member
Roberts, Moore, and Murphy who were excused.
Motion carried.
ACTION ITEMS:
APPOINTMENT — LAND USE AND CODE ENFORCEMENT HEARING
EXAMINER PRO TEM
Moved by Council Member Tuohy, seconded by Council Member
McNeal, to concur with the Mayor' s initial appointment of Michael
McCarthy as the Land Use and Code Enforcement Hearing Examiner
Pro Tern for a one- year term and authorize the Mayor to execute the
Personal Services Contract for Land Use and Code Enforcement
Hearing Examiner Pro Tem.
Roll was called with all council members voting yes, except Council Member
Roberts, Moore, and Murphy who were excused.
