September 19, 2018 The special meeting of the Everett City Council was called to order at 4: 30 p. m., September 19, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, McNeal, Stonecipher, and Tuohy were present. Council Member Moore was expected to be a few minutes late. Council Member Bader was excused. BUDGET WORKSHOP President Roberts stated that the workshop was meant to supplement the work already being done by the Budget Subcommittee. Susy Haugen, Finance, presented an overview of the budget process and an overview of the initiatives set forth by the Mayor's Budget directive from February. Council Member Moore entered council chambers at 4: 38 p. m. Considerable discussion ensued regarding the financial support to the Public Facilities District by the City, the contributions to LEOFF 1 Police and Fire pensions, and the request for Lodging Tax funding for the Jetty Island Program. Council Member Tuohy requested that the Lodging Tax rules be presented to Council. Susy Haugen stated she would provide the rules. Discussion ensued regarding the elimination or outsourcing of the Animal Farm, the reduction . of the Municipal Arts budget, the Village theatre contract, the Economic Alliance contract, and the department restructure recap, including total number of full time equivalent positions ( FTEs). Lyle Ryan, Administration, stated that Administration will be evaluating the service models for Transit, Fire, Golf, Library and Parks. 297  September 19, 2018 Mr. Ryan and Sharon DeHaan, Human Resources, provided an update on the proposed health plan and the status of the program based on union involvement. There was discussion regarding the Emergency Medical Services Property Tax Levy that will be on the ballot in November and property taxation. President Roberts announced that the next Budget Subcommittee meeting is scheduled for October 3. The special meeting concluded at 5: 48 p. m. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Stonecipher, and Tuohy were present. Council Member Bader was excused. Council Member Moore led the Pledge of Allegiance. The minutes of the September 12, 2018, City Council meeting were approved as printed. Council Members Moore, Murphy, and Roberts abstained from the vote. MAYOR Mayor Franklin provided opening comments regarding the 2019 proposed budget. COUNCIL Council Member Moore thanked the Mayor for her update on the budget. He also reported on his attendance at the Delta Neighborhood meeting Tuesday evening. Council Member McNeal stated she attended the ribbon- cutting ceremony of the first electric bus on Monday. She also attended the International Gang Awareness Day event at Explorer Middle School on Monday evening. She reported on the Senior Center Advisory Board meeting held Tuesday. Council Member Tuohy attended the Library Board meeting on Tuesday and stated the South Branch Library expansion closure is scheduled for January. Council Member Murphy stated he attended the Seattle Children' s North Clinic Community Open House on Saturday. 299  September 19, 2018 President Roberts thanked the Police Department for their work on taking different approach in dealing with gangs. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Hugh Denny and Deb Fox, both of Everett, spoke about municipal art funding and the 2019 budget. Mayor Franklin stated recommendations to the municipal art budget have been updated. RESOLUTION — PAYROLL To adopt Resolution No. 7289 acknowledging the payment of payroll claims against City of Everett in the amount the of $ 4, 105, 469. 74 for the period of ending September 1, 2018. PURCHASE — BUCKET TRUCK To authorize the purchase of one Altec AT37G Bucket Truck from Altec Industries, utilizing Sourcewell contract in the amount of 161, 141, including Washington State sales tax. 301  September 19, 2018 STREET CLOSURE — STRIDES FOR CHILDSTRIVE 5K RUN/ WALK To authorize the closure of 2nd Street, Alverson Boulevard, and Grand Avenue, on September 22, 2018, 9: 30 a. m. to 12: 30 p. m., for the Strides for ChildStrive 5K Run/ Walk, sponsored by the ChildStrive. AGREEMENT AMENDED — CLEVELAND AVENUE SEWER REPLACEMENT AND STORMWATER SEPARATION PROJECT To authorize the Mayor to sign Amendment No. 1 to the Grant Agreement with the Washington State Department of Ecology for the Cleveland Avenue Sewer Replacement and Stormwater Separation Project. Roll was called with all council members voting yes, except Council Member Bader who was excused. Motion carried. The City Council meeting was adjourned at 7: 21 p. m.
