September 26, 2018 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., September 26, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Member Murphy led the Pledge of Allegiance. The minutes of the September 19, 2018, City Council meeting were approved as printed. Council Member Bader abstained from the vote. The minutes of the September 19, 2018, City Council Special workshop were approved as printed. Council Member Bader abstained from the vote. MAYOR Mayor Franklin reported on the acceptance of a gift of artwork into the City' s public art collection, which was donated by the Everett Arboretum and Gardens group. She stated the sculpture entitled " Siblings" was commissioned by Tulalip artist James Madison. COUNCIL Council Member McNeal reported on her attendance last Thursday at the ribbon- cutting and grand opening of Everett' s newest Delta Marriott hotel. She stated she also attended meetings of the Casino Road Stakeholders and the Silver Lake Neighborhood. Council Member Tuohy reported on her attendance at the Council of Neighborhoods meeting last week. She announced the annual Monte Cristo Awards Ceremony will be on October 25 at the Historic Everett Theatre, beginning at 7: 00 p. m. Council Member Murphy provided a Council Budget Subcommittee update on the 2019 budget, and recognized the Mayor, Lyle Ryan, Susy Haugen, and staff for their work. He announced that the Budget Subcommittee is 303  September 26, 2018 scheduled to meet next Wednesday, October 3, at 5: 30 p. m. in the council chambers. President Roberts reported that BERK Consulting will be presenting the draftbenchmarking study to Council on October 10. He stated that the first reading of a proposed ordinance regulating the use of plastic bags is tentatively scheduled for October 17. He also announced that Action Item No. 8 had been pulled from the agenda. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Chief of Staff, introduced Snohomish County PUD Commissioner Sid Logan. Commissioner Logan thanked the Mayor, City Council and City staff for the opportunity to attend the meeting and to present a ceremonial check, in the amount of$ 60, 000, representing site energy savings at the Water Pollution Control Facility. He introduced Snohomish County PUD team members Jim Conlan, Allison Grinczel, Shelley Pattison, and Brenda White. Jim Conlan and Allison Grinczel, and City team members Jeff Day and Matt Gagner, presented a recap of the WPCF Year 1 Wastewater Energy Coaching ( WEC) program, which resulted in an annual savings for the City of $ 220, 000. Mark Sadler, Public Works, acknowledged the hard work that City staff exhibited in participating in the program. He also recognized the City team' s achievement as the recipient of a second Peak Performance Gold Award presented by the National Association of Clean Water Agencies ( NACWA). CITY ATTORNEY City Attorney Iles had no comments. 304  September 26, 2018 CITIZEN COMMENTS There were no citizens who wished to speak. COUNCIL BRIEFING AGENDA: ORCA Interlocal Cooperation Agreement Update Presented by Tom Hingson, Transit, and ORCA team members Cheryl Huston and Brittany Esdaile Council Member Stonecipher requested a review of the revenue sharing apportionment and return on investment be placed on the Council Budget Subcommittee agenda at a future date. Council Member Murphy stated he would welcome this discussion, as well as the addition of more information relating to the governance of the ORCA program. President Roberts stated a contract relating to the next generation ORCA program is scheduled for action by the Sound Transit Board this week. Ms. Esdaile provided an update on this action and a recap of the benefit to users. PROPOSED ACTION ITEMS: COUNCIL BILL 1809- 38 SECOND READING: AN ORDINANCE approving the appropriations of the 2018 revised City of Everett Budget and amending Ordinance No. 3609- 18 CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member McNeal, to approve the following consent items: 305  September 26, 2018 RESOLUTION - CLAIMS To adopt Resolution No. 7290 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 991, 524. 77 for the period of September 8, 2018, through September 14, 2018. DONATION — JAMES MADISON SCULPTURE To approve the Mayor' s acceptance of James Madison sculpture donation into the City of Everett Public Arts Collection. JOB COMPLETE — HAYES STREET REGULATOR & COMBINED SEWER OVERFLOW CONTROLS PROJET To accept the Hayes Street Regulator & Combined Sewer Overflow Controls Project with R. L. Alia Company as complete and authorize the Mayor to sign the Certificate of Completion, allowing the release of retainage. BID CALL — AGILENT INDUCTIVELY COUPLED PLASMA MASS SPECTROMETER To authorize Call for Bid 2018- 071 for an Agilent Inductively Coupled Plasma Mass Spectrometer. Roll was called with all council members voting yes. Motion carried. PUBLIC HEARING — COUNCIL BILL 1809- 37: President Roberts,opened the public hearing regarding the proposed ordinance updating transit fares and transfer policy, amending Ordinance 2918- 06 ( EMC 3. 52. 090) and repealing Resolutions 3975, 5114 and 5337. 306 S September 26, 2018 Tom Hingson, Transportation Services, provided a brief presentation on the fare increase proposal. President Roberts invited public comment. There were no citizens who wished to speak. Moved by Council Member Moore, seconded by Council Member Tuohy, to close the public hearing. COUNCIL BILL 1809- 37 THIRD AND FINAL READING: AN ORDINANCE updating transit fares and transfer policy, amending Ordinance 2918- 06 ( EMC 3. 52. 090) and repealing Resolutions 3975, 5114, and 5337 Moved by Council Member Moore, seconded by Council Member Bader, that this is declared to be the third and final reading of Council Bill 1809- 37. The City Clerk was directed to call the roll for the final disposition of the ordinance.
