November 7, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., November 7, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council Vice President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Members Roberts and Moore were excused. Council Member McNeal led the Pledge of Allegiance. The minutes of the October 31, 2018, City Council meeting were approved as printed. MAYOR APPOINTMENTS Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to concur with the following appointment: Transportation Advisory Board Appointment of Brett Barrett to Position 8 for the remainder of a four- year unexpired term expiring December 31, 2021. Roll was called with all council members voting yes, except for Council Members Roberts and Moore who were excused. Motion carried. Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to concur with the following appointment: Board of Parks Commissioners Appointment of Sergiy Ryzhonkov to Position 7 for a six-year term expiring December 31, 2024. 355  November 7, 2018 Roll was called with all council members voting yes, except for Council Members Roberts and Moore who were excused. Motion carried. COUNCIL Council Member Murphy provided an update on the Budget Subcommittee meeting, which was held earlier this evening. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper introduced Julie Frauenholtz, Community Development, who provided an update on the Safe Streets Program. Council Member Murphy requested additional information about the safe parking pilot, including results obtained in other communities. Ms. Frauenholtz stated she would follow up with more specifics. Council Member Stonecipher requested a planning update relating to the facilities, zoning, and capacity for cold winter shelters and safe parking. Mayor Franklin provided an update on funding and capacity relating to cold winter shelters in Snohomish County. Deputy Mayor Harper stated he would coordinate with planning staff to provide additional information. CITY ATTORNEY Deputy City Attorney David Hall had no comments. CITIZEN COMMENTS David Kiggins, Everett, spoke about homelessness in the city of Everett. 356  November 7, 2018 COUNCIL BRIEFING AGENDA: COUNCIL BILL 1810- 50 FIRST READING: AN ORDINANCE creating a Special Improvement Project entitled Edgewater Creek Bridge Replacement," Fund 303, Program 115, to accumulate all costs for the improvement Presented by Ryan Sass, Public Works Briefing from the Snohomish Health District Presented by Jefferson Ketchel, Administrator, and Dr. Mark Beatty, Health Officer, Snohomish Health District Council Member Murphy inquired about the level of funding participation by neighboring cities. Mr. Ketchel stated he would forward this information to Mayor Franklin for distribution to council members. COUNCIL BILL 1810- 51 FIRST READING: AN ORDINANCE repealing existing ordinances establishing an exemption from real property taxation for the development of multifamily housing in urban centers and establishing new provisions, and amending the fee schedule for the review of multifamily exemption applications Presented by David Stalheim and Rebecca McCrary, Planning Department Mr. Stalheim announced that a public hearing on the proposed ordinance is scheduled for Wednesday, November 21, 2018, at 12: 30 p. m. 357  November 7, 2018 PROPOSED ACTION ITEMS: RESOLUTION — CITY- OWNED SURPLUS PROPERTIES Adopt Resolution authorizing the declaration City- owned of certain properties as surplus and authorizing the sale and disposition of those properties. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member McNeal, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7304 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 592, 823. 29 for the period of October 20, 2018, through October 26, 2018. RESOLUTION — ELECTRONIC TRANSFERS To adopt Resolution No. 7305 acknowledging the payment of audited and approved electronic transfers against the City of Everett in the amount of $ 6, 606, 179. 04 for the period of September 1, 2018, through September 30, 2018. BID CALL — CLEVELAND AVE SEWER SYSTEM REPLACEMENT AND STORMWATER SEPARATION PROJECT To authorize Call for Bids for the construction of Cleveland Avenue Sewer System Replacement and Stormwater Separation Project. PURCHASE — TRAFFIC SIGNAL EQUIPMENT To authorize the purchase of traffic signal equipment using the State Contract in the amount of $ 127, 666. 14, including Washington State sales tax. 358  November 7, 2018 BID AWARD — ACCESS MANAGEMENT SERVICE AND REPAIRS To award Bid # 2018- 050 for Access Management Service Agreement and Repairs to RFI Enterprises Inc., in the amount of $ 145, 920. 74, including Washington State sales tax. PUBLIC HEARING: Vice President Bader opened a public hearing regarding a proposed ordinance levying the general taxes for the City of Everett for fiscal year commencing January 1, 2019. Susy Haugen, Finance, stated the proposed ordinance assumes the Emergency Medical Services levy lid lift ( Proposition 3) will be approved. Vice President Bader invited public comment. Motion carried. 359  November 7, 2018 COUNCIL BILL 1810- 45 THIRD AND FINAL READING: AN ORDINANCE levying the general taxes for the City of Everett for fiscal year commencing January 1, 2019, on all taxable property, both real and personal, subject to taxation thereon, for the purpose of raising a portion of the revenue to carry on City operations for the ensuring year, as required by the Charter of the City of Everett and the laws of the State of Washington Moved by Council Member Tuohy, seconded by Council Member McNeal, that this is declared to be the third and final reading of Council Bill No. 1810- 45, and the city clerk was directed to call the roll for the final disposition of the ordinance.
