September 25, 2019 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., September 25, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Roberts led the Pledge of Allegiance. The minutes of the September 18, 2019, City Council meeting were approved as printed. Council Members Vogeli, Roberts, and Stonecipher abstained from the vote. MAYOR Mayor Franklin announced that the placement of the Grand Avenue Park Bridge is currently underway. OATHS - POLICE OFFICER Moved by Council Member Vogeli, seconded by Council Member Roberts, to concur with the appointment of Bronwyn Wallace and Jake O' Brien as new police officers. Roll was called with all council members voting yes. Motion carried. The City Clerk administered the oath of office, and Mayor Franklin presented the officers with their badges. 285  i September 25, 2019 COUNCIL Council Member Vogeli provided an update from the Casino Road Stakeholders meeting and the Housing Our Homeless Neighbors: Celebrating Everett' s Progress meeting held Tuesday evening. Council Member Roberts provided an update from the Snohomish County Committee for Improved Transportation meeting. He also announced that the next General Government Subcommittee meeting will be held on October 16. Council Vice President Tuohy provided liaison reports from the Council of Neighborhoods and the Silver Lake Neighborhood meetings. Council Member Stonecipher stated she toured the TheLab, sponsored by the Northwest Innovation Resource Center. She stated they are working with the CleanTech Initiative, and Council Member Stonecipher requested that President Bader invite them for a briefing. Council Member Stonecipher announced that the next Public Safety Subcommittee meeting will be held on October 9. Council Member Murphy announced the next Budget Subcommittee meeting will be held on October 2 at 5 p. m. President Bader reported on his attendance at the Transportation Advisory Committee meeting. He also reported on his attendance at the Housing Our Homeless Neighbors: Celebrating Everett' s Progress held Tuesday evening. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Hall requested a 10- minute executive session concerning a legal matter pursuant to RCW 42. 30. 110 ( 1)( i)( iii), with no announcement to follow. 286  September 25, 2019 PUBLIC COMMENT Janean Desmarais, Everett, spoke about protests held outside of Pregnancy Aid in downtown Everett. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7426 authorizing claims against the City of Everett in the amount of $ 5, 621, 183 for the period of September 7, 2019, through September 13, 2019. AGREEMENT— RAADAR SOFTWARE SYSTEM To authorize the Mayor to sign the Authorized User Agreement with Snohomish County 911 for use of RAADAR software system at no cost to the City of Everett. RESOLUTION — SURPLUS OF 1996 GMC W4 CHASSIS PAINT STRIPER To adopt Resolution No. 7427 declaring a 1996 GMC W4 Chassis Paint Striper surplus and authorizing sale at public auction. AGREEMENTS AMENDED - 2012 AND 2013 COMMUNITY DEVELOPMENT BLOCK GRANT LOANS Moved by Council Member Vogeli, seconded by Council Member Moore, to authorize the Mayor to execute the 2012 and 2013 Community Development Block Grant Loan Agreement amendments in a form approved by the City Attorney.
