October 16, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., October 16, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Mayor Franklin was excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the October 9, 2019, City Council meeting were approved as printed. Council Member Moore abstained from the vote. MAYOR Mayor Franklin was excused. COUNCIL Council Member Murphy commented on last week' s briefing related to Project Labor Agreements. He shared a policy brief about the anticompetitive effects of government- mandated labor agreements on construction in Washington State. Council Member Murphy requested additional information about the impact on minority- owned businesses. Council Member Vogeli reported on her attendance at the Port Gardner Neighborhood meeting. Council Member Roberts reported on his attendance at the Delta Neighborhood meeting and the Planning Commission meeting. He also provided a recap from the General Government Subcommittee meeting held earlier this evening. Council Member Tuohy provided a liaison report on her attendance at the Library Board Meeting. 308 October 16, 2019 Council Member Stonecipher provided a report from her attendance at the Adaptive Reuse Summit. She also reported on her attendance at the Economic Alliance of Snohomish County public officials reception. Council Member Stonecipher also provided a liaison report on her attendance at the Cultural Advisory Committee meeting held at Denney Juvenile Justice Center. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY Assistant City Attorney Rathbun had no comments. PUBLIC COMMENT Michael Hill, Everett, invited council members to the Bahai Faith celebration. The following individuals spoke about clean air, climate change, fossil fuels, and the importance of environmental work: Rebecca Wolfe, Edmonds Marjie Fields, Edmonds Kathleen Sears, Edmonds Nancy Johnson, Edmonds Andrea Matzke, Seattle CONSENT ITEMS: Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to approve the following consent items: 309 October 16, 2019 RESOLUTION - CLAIMS To adopt Resolution No. 7436 acknowledging the payment of audited and approved claims against the City of Everett in the amount of $ 1, 626, 015. 50 for the period of September 28, 2019, through October 4, 2019. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7437 authorizing payroll claims against the City of Everett in the amount of $ 4, 298, 240. 48 for the period ending September 28, 2019. Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: AGREEMENT— LOWELL RIVERFRONT TRAIL DOG OFF- LEASH AREA Moved by Council Member Roberts, seconded by Council Member Tuohy, to authorize the Mayor to sign an Interlocal Agreement with Snohomish County to develop the Lowell Riverfront Trail Dog Off-Leash area. Council Member Stonecipher thanked Snohomish County Council Member Sullivan for his assistance with funding this project. Roll was called with all council members voting yes. Motion carried. 310 October 16, 2019 COUNCIL BRIEFING AGENDA: COUNCIL BILL 1910- 49 FIRST READING: AN ORDINANCE levying the general taxes for the City of Everett for fiscal year commencing January 1, 2020, on all taxable property, both real and personal, subject to taxation thereon Presented by Susy Haugen, Finance Council Member Moore asked for a breakdown of the state school portion of property taxes and the local school district portion. Susy Haugen stated she would provide this information to the Council.
