Everett City Council

October 23, 2019 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., October 23, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Members Roberts and Moore were excused. Council President Bader led the Pledge of Allegiance. The minutes of the October 16, 2019, City Council meeting were approved as printed. MAYOR Mayor Franklin read a proclamation designating October as Domestic Violence Awareness month. Mayor Franklin presented the proclamation to Mary Anne Dillon of the YWCA and Vicci Hilty of Domestic Violence Services of Snohomish County. Ms. Dillon and Ms. Hilty thanked the City for this. Mayor Franklin read into the record joint Resolution No. 7438 honoring the life of former City Council Member Carl Gipson. APPOINTMENTS Moved by Council Member Tuohy, seconded by Council Member Murphy, to concur with the following appointments: Diversity Board Reappointment of Giselle Zapata Garcia to Position 1, for a four- year term ending September 30, 2023 Reappointment of Kara Price to Position 4, for a four- year term ending September 30, 2023 Reappointment of Rukeyia Larron to Position 5, for a four- year term ending September 30, 2023 312  October 23, 2019 Reappointment of Catherine Thomas to Position 6, for a four- year term ending September 30, 2023. COUNCIL Council Member Murphy stated that he toured the Everett Museum of History earlier this week. He also reported that he met with a 5th grade class at Garfield Elementary where the students are learning about leadership. Council Member Vogeli provided an update from the Historical Commission meeting held Tuesday evening. She also encouraged domestic violence awareness. Council Vice President Tuohy provided a liaison report from the Silver Lake Neighborhood meeting held Tuesday. She also stated that Ryan Sass, public works director, provided an update that Hoyt Ave should reopen to traffic around November 4 and Rucker Ave from Everett Ave to Hewitt Ave could reopen to traffic around Thanksgiving. Council Member Stonecipher provided a liaison report from the Twin Creeks- Cascade View Neighborhood meeting held Monday evening. President Bader thanked Michael Trujillo for hosting a voter forum. He also stated he attended Carl Gipson' s funeral service. President Bader thanked Mayor Franklin for the domestic violence proclamation. He provided an update from the Transportation Advisory Committee and thanked City staff for a tour of the warehouse where surplus is kept. ADMINISTRATION UPDATE ON PRIOR BUSINESS 313  October 23, 2019 Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Hall had no report. PUBLIC COMMENT Jean Rittmann, Everett, spoke about a Planning Department issue. City Attorney Hall stated the City has addressed Ms. Rittmann' s concerns. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7439 authorizing claims against the City of Everett in the amount of$ 6, 658, 407. 94 for the period of October 5, 2019, through October 11, 2019. AGREEMENT— WATER QUALITY STORMWATER CAPACITY GRANT To authorize the Mayor to sign the Water Quality Stormwater Capacity Grant Agreement with the Washington State Department of Ecology for the biennium 2019- 2021) in an amount not to exceed $ 50, 000. AGREEMENT— HAZARD MITIGATION GRANT To authorize the Mayor to sign the Hazard Mitigation Grant Form designating Applicant Agent. 314  October 23, 2019 Roll was called with all council members voting yes, except Council Members Roberts and Moore who were excused. Motion carried. COUNCIL BRIEFING AGENDA: COUNCIL BILL 1910- 50 FIRST READING: AN ORDINANCE relating to Dangerous and potentially Dangerous Dogs, amending Chapter 6. 08 EMC as previously amended.
