October 30, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., October 30, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, and Tuohy were present. Council Member Stonecipher was excused. Mayor Franklin led the Pledge of Allegiance. The minutes of the October 23, 2019, City Council meeting were approved as printed. Council Members Moore and Roberts abstained from the vote. MAYOR Mayor Franklin reported that she and Budget Subcommittee Chair Scott Murphy presented their 2020 City budget earlier today. She stated she would not be reading the entire address this evening but was pleased to present a balanced and responsible budget that supports the important services the City provides its residents and businesses. Mayor Franklin noted the 2020 budget was built on a foundation of seven quality- of- life priorities: responsive & responsible government, safe community, economic & cultural vitality, transportation & infrastructure, engaged & informed community, and education & workforce development. She also shared a few examples of investments reflected in the budget. The Mayor thanked Budget Subcommittee Chair Murphy, Council Members Moore and Stonecipher, and the entire Council. COUNCIL Council Member Roberts thanked the Budget Subcommittee, Mayor, and City staff for their work on the 2020 budget. 317  October 30, 2019 RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7441 authorizing payroll claims against the City of Everett in the amount of$ 4, 075, 926. 36 for the period ending October 12, 2019. AGREEMENT— INDIGENT DEFENSE APPEAL SERVICES To authorize the Mayor to sign the contract with Snohomish County Public Defender Association to provide indigent defense appeal services for three- consecutive two- year terms at a rate of$ 110. 00 per hour, not to exceed $ 2, 500 per RAJL case assigned. Dennis Hacker, Everett, requested a definition for " indigent defense appeal services." City Attorney Hall provided Mr. Hacker with a definition. AGREEMENT AMENDED— BASIC LIFE SUPPORT AMBULANCE SERVICES To authorize the Mayor to sign Amendment No. 1 to the contract between NW Ambulance and the City of Everett for Basic Life Support Ambulance services. RFP RELEASE — COMPUTERIZED MAINTENANCE & ASSET MANAGEMENT SYSTEM To authorize release of Request for Proposal # 2019- 076 Computerized Maintenance and Asset Management Systems ( CMAMS). CONTRACT AWARD— FIRE ALARM MODERNIZATION FOR WPCF To award Fire Alarm Modernization for the Water Pollution Control Facility to APi National Service Group using Sourcewell Contract 031517- APi/ EVT # 2019- 054 for approximately $ 147, 690, not including Washington State sales tax. 319  October 30, 2019 RESOLUTION — SURPLUS OF BOOKMOBILE AND LONG- TERM LOAN Adopt Resolution declaring Pegasus the Bookmobile surplus and authorizing its long- term loan to the Everett History Museum. PUBLIC HEARING: COUNCIL BILL 1910- 49 THIRD AND FINAL READING: AN ORDINANCE levying the general taxes for the City of Everett for fiscal year commencing January 1, 2020, on all taxable property, both real and personal, subject to taxation thereon President Bader opened the public hearing for council Bill 1910- 49 and invited public comment. There were no citizens who wished to speak. Moved by Council Member Roberts, seconded by Council Member Tuohy, to close the public hearing. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. 321  October 30, 2019 Victor Harris, Everett, spoke about notifications to the Port Gardner Neighborhood. Mayor Franklin stated she would direct staff to follow up with the neighborhood chair. Moved by Council Member Roberts, seconded by Council Member Vogeli, to approve the vacation of a portion of Lot 19, Block 727 and 32" d Street, Stanford Land Company Addition to Everett and direct staff to prepare an ordinance subject to the conditions as contained in the staff report. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. ACTION ITEMS: AGREEMENT AMENDED— CDBG LOAN FOR DISTRIBUTION CENTER RELOCATION Moved by Council Member Murphy, seconded by Council Member Vogeli, to authorize the Mayor to execute the 1999 Community Development Block Grant Loan Agreement Amendment in a form approved by the City Attorney. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. RESOLUTION — LAND AND WATER CONSERVATION FUND Moved by Council Member Moore, seconded by Council Member Roberts to adopt Resolution No. 7444 declaring the City of Everett to be in support of fully funding the Land and Water Conservation Fund. 323  October 30, 2019 COUNCIL BILL 1910- 53 FIRST READING: AN ORDINANCE amending Ordinance No. 3633- 18, entitled Everett Municipal Building Window Replacement Project" formerly the Wall Street Building Window Replacement Project), Fund 342, Program 025, to accumulate the construction costs for the project in the amount of$ 535, 000 Presented by Chris Lark, Facilities PUBLIC HEARING — 2020 BUDGET: President Bader announced that this is the first of three public hearings regarding the 2020 budget, which will remain open until the conclusion of the third and final reading and budget hearing on November 13, 2019. COUNCIL BILL 1910- 52 FIRST READING: AN ORDINANCE adopting the budget for the City of Everett for the year 2020 in the amount of$ 649, 986, 342 Susy Haugen, Finance, reviewed the public hearing process stating: 1) The first public hearing provides an opportunity for council members and the public to ask questions; 2) At the second public hearing, she will go over changes by fund, and City department heads will be available to answer operational questions, and 3) The third public hearing will provide another opportunity for questions and answers. She noted the budget hearings and ordinance readings and are being held concurrently as a package this year. President Bader opened the public hearing and invited public comment.
