November 13, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., November 13, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Murphy led the Pledge of Allegiance. The minutes of the November 6, 2019, City Council meeting were approved as printed. MAYOR Mayor Franklin reported on her attendance in meetings on the East Coast last week. She stated that while in Washington, D. C., she had an opportunity to meet with Senators, the Pentagon, Department of Justice, and the White House on Opportunity Zones. She also reported on her attendance at the Mayor' s Institute on City Design, which was held in Richmond, Virginia. COUNCIL Council Member Vogeli announced that today is " World Kindness Day." Council Member Roberts commented on a follow- up memo to earlier transit service discussions, that he distributed to council members this week. President Bader stated a Council workshop is currently scheduled for December 4. Council Member Tuohy reported that the Evergreen Branch Library is set to officially reopen on December 6 at 2 p. m. Council Member Stonecipher reported on the Public Safety Subcommittee meeting that was held earlier this evening. 337  November 13, 2019 President Bader announced there would be no meeting of the General Government Subcommittee next Wednesday. In recognition of Veterans Day, President Bader thanked veterans for their service. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no comments. CITY ATTORNEY City Attorney David Hall had no comments. PUBLIC COMMENT Jean Rittmann, Everett, urged the City to enforce the screening of garbage cans on McDonalds' s property. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7448 authorizing claims against the City of Everett in the amount of $ 1, 591, 960. 11 for the period of October 26, 2019, through November 1, 2019. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7449 authorizing payroll claims against the City of Everett in the amount of$ 4, 124, 080. 39 for the period ending October 26, 2019. 338  November 13, 2019 CONTRACT AWARD — LAPTOP, TABLET EQUIPMENT, ACCESSORIES, MAINTENANCE AND SUPPORT To award and authorize approximately $ 200, 000 to be spent annually with HP Inc. from Washington State Department of Enterprise Services Contract 05815/ EVT# 2018- 093 for GETAC rugged laptop and tablet equipment, accessories, maintenance and support. CONTRACT AWARD — NETWORKING EQUIPMENT, LICENSING, MAINTENANCE AND SUPPORT To award and authorize approximately $ 250, 000 annually in purchases from CompuNet Inc., through Washington State Department of Enterprise Contract 01114/ EVT/ 2018- 092, for Cisco networking equipment, licensing maintenance and support. CONTRACT AWARD — COMMERCIAL OFF- THE- SHELF SOFTWARE, LICENSING, AND MAINTENANCE To award and authorize approximately $ 400, 000 to be spent annually with SHI International Corp from Washington State Department of Enterprise Services Contract# 006016/ EVT/ 2018- 082, for commercial off-the- shelf( COTS) software, licensing, and maintenance. CONTRACT AWARD — COMPUTER SERVER EQUIPMENT, ACCESSORIES, MAINTENANCE AND SUPPORT To award and authorize approximately $ 150, 000 to be spent annually with Hewlett Packard Enterprise from Washington State Department of Enterprise Services Contract # 05815/ EVT/ 2018- 093, for computer server equipment, accessories, maintenance and support. CONTRACT AWARD — COMPUTER EQUIPMENT, ACCESSORIES, MAINTENANCE AND SUPPORT To award and authorize approximately $ 250, 000 to be spent annually with Dell 339  November 13, 2019 Marketing LP from Washington State Department of Enterprise Services Contract # 05815/ EVT/ 2018- 093, for computer equipment, computer accessories, maintenance and support. CONTRACT AWARD — SIERRA WIRELESS CELLULAR EQUIPMENT, ACCESSORIES, MAINTENANCE AND SUPPORT To award and authorize approximately $ 150, 000 to be spent annually with Discount Cell from Washington State Department of Enterprise Services Contract # 04718/ EVT/ 2019- 051, for providing Sierra Wireless cellular equipment, accessories, maintenance and support. CONTRACT AWARD — FLOORING To award and authorize approximately$ 200, 000 to be spent annually with Great Floors LLC through Washington State Department of Enterprise Services Contract# 03916/ EVT# 2018- 118. INVITATION TO BID — REBUILT CUMMINS ENGINES To authorize release of Invitation for Bid# 2019- 120 for rebuilt Cummins engines. AGREEMENT AMENDED — ARCHITECTURAL/ ENGINEERING SERVICES FOR EVEREGREEN BRANCH LIBRARY EXPANSION PROJECT To authorize the Mayor to sign Amendment No. 2 to the Professional Services Agreement with Dykeman, Inc to provide additional architectural and engineering services for the Evergreen Branch Library Expansion Project in the form substantially provided. AGREEMENT AMENDED— REIMBURSEMENT FOR DEPLOYMENT COSTS To authorize the Mayor to sign the Contract Amendment authorizing the Washington Military Department to reimburse the City for deployment costs estimated at $ 228, 595. 11. 340  November 13, 2019 JOB COMPLETE — WATERMAIN REPLACEMENT " T" PROJECT To accept the Watermain Replacement " T" Project with Interwest Construction, Inc., as complete, and authorize the Mayor to sign the Certificate of Completion allowing the release of the retainage bond. Roll was called with all council members voting yes. Motion carried. PUBLIC HEARING: President Bader announced that this is the third and final public hearing regarding the 2020 budget. COUNCIL BILL 1910- 52 THIRD AND FINAL READING: AN ORDINANCE adopting the budget for the City of Everett for the year 2020 in the amount of$ 649, 986, 342 President Bader opened the public hearing and invited public comment. There were no citizens who wished to speak. Moved by Council Member Roberts, seconded by Council Member Stonecipher, to close the public hearing. Roll was called with all council members voting yes. COUNCIL BRIEFING AGENDA: COUNCIL BILL 1911- 54 FIRST READING: AN ORDINANCE removing " Supportive Housing" as a Permitted Use in Single- Family Zones, amending Ordinance No 1671- 89, as amended, and amending other regulations related to Supportive Housing in other zones Presented by Allan Giffen, Community, Planning and Economic Development President Bader introduced Council Bill 1911- 54. Council Member Moore stated that he is the chief financial officer with the Everett Public Schools, and although he has no interest directly in this matter, he must 343  November 13, 2019 recuse himself from any discussion. Council Member Moore exited the council chambers at 6: 49 p. m. Allan Giffen provided background information relating to the proposed ordinance. Council Member Murphy requested a list of the four sites within the city of Everett proposed by City staff that might currently fall under the current definition. Mr. Giffen stated he would provide maps to the Council. Council Member Stonecipher requested a copy of the updated redlined version of the proposed ordinance. Mr. Giffen stated he would get a copy to all council members. Council Member Roberts requested a copy of the Planning Commission minutes. He also expressed an interest in obtaining details about Engrossed Substitute House Bill 1923 and a confirmation as to when the housing bill was passed. Deputy Mayor Harper stated he would get this information for Council. He also confirmed that the bill was passed subsequent the previous action taken by Council on the proposed supportive housing ordinance. The following individuals expressed support of supportive housing in R- 1 ( single- family residential) zones, and urged the Council to not adopt the proposed ordinance: Bob Jackson, Everett Tyler Johnson, Everett Laura Reed, Everett Christopher Andersson, Everett Camille Harden, Everett Mark Smith, Everett Fred Safstrom, Everett Angela Di Filippo, Everett Ashley O' Brien Sims, Everett 344  November 13, 2019 Douglas Evans, Everett Hayden Jones, Everett Chris Glans, Everett Andrea Tucker, Everett, stated the Port Gardner neighborhood already has supportive housing, and she asked the Council to carefully review the Planning Commission minutes before adopting the ordinance. Greg Williams, Everett, stated he was representing 20 Norton Avenue neighbors who could not attend this evening. He expressed support for the proposed ordinance as revised due to impacts to the neighborhood. Council Member Murphy inquired about the impacts of the new definition of permanent supportive housing as outlined in Section 1, such as the impact on prior projects. Council Member Stonecipher asked for more information about the impacts of the new definition relating to disability. Allan Giffen stated he would get back to the Council with additional information. Public Works Site Area Selection Study— Phase 2 Presented by Paul Kaftanski, Administration; Cecilia Roussel and Julie Bassuk, Makers Architecture Paul Kaftanski opened the briefing for phase 2, the evaluation phase, of the Public Works Site Selection Study. Consultants Roussel and Bassuk from Makers Architecture presented preliminary recommendations for Public Works operations sites.
