November 20, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., November 20, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Bader, Stonecipher, and Tuohy were present. Council Member Vogeli was excused. Council Member Moore led the Pledge of Allegiance. The minutes of the November 13, 2019, City Council meeting were approved as printed. MAYOR Mayor Franklin stated she issued a proclamation declaring the week of November 30, " Small Business Week," and encouraged citizens to shop locally to support small businesses. COUNCIL Council Member Murphy provided a liaison report on his attendance at the Public Facilities District Board meeting. Council Member Roberts reported on his attendance at " Sing It Forward" a Kidstage concert at Village Theatre. He spoke about the upcoming legislative session. Council Member Roberts also reported on his attendance at the Delta Neighborhood meeting. Council Member Tuohy provided a liaison report from the Library Board Meeting. She also announced that the Evergreen Branch grand re- opening is scheduled for December 6 at 2 p. m. 347  November 20, 2019 ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Hall had no comments. PUBLIC COMMENT The following individuals spoke about a strike authorized by Providence workers over wages, sick leave, and other benefits: Hanna Fishman, Everett John Shannon, Edmonds Tim Lambright, Everett Rodney Powers, Snohomish Loretta Poat, Marysville Maria Goodall, Marysville Erin Stewart, Everett Cathy Suveros, Mill Creek David Anderson, Tulalip Sean Renfro, Los Angeles Christopher Andersson, Everett Duane Dow, Everett, spoke about Everett Transit services. Jean Rittmann, Everett, spoke about a landscaping issue. CONSENT ITEMS: Moved by Council Member Stonecipher, seconded by Council Member Roberts, to approve the following consent items: 348  November 20, 2019 RESOLUTION - CLAIMS To adopt Resolution No. 7451 acknowledging the payment of audited and approved claims against the City of Everett in the amount of $5, 589, 740. 94 for the period of November 2, 2019, through November 8, 2019. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7452 authorizing electronic transfer claims against the City of Everett in the amount of$ 6, 670, 898 for the period of September 1, 2019, through September 30, 2019. AGREEMENT AMENDED— FITNESS EQUIPMENT AT THE CARL GIPSON SENIOR CENTER To authorize the Mayor to sign the contract amendment with Snohomish County Human Services to add fitness equipment at the Carl Gipson Senior Center in the amount of$ 23, 000. GRANT AGREEMENT— EMERGENCY MANAGEMENT OPERATIONS To authorize the Mayor to sign the Emergency Management Performance Grant Agreement with the Washington State Military Department to receive grant funding in the amount of $ 61, 970 with a matching cost of $ 61, 970 to fund Emergency Management Operations. AGREEMENT AMENDED— DIKING IMPROVEMENT DISTRICT NO. 5 DIKE REPAIR DESIGN SERVICES To authorize the Mayor to sign Amendment No. 2 to the Professional Services Agreement with Otak, Inc., for Diking Improvement District No. 5 dike repair design services to include additional design services, extend the contract completion date, and increase the total compensation by$ 62, 868 to an amount not to exceed $ 472, 311. 349  November 20, 2019 Roll was called with all council members voting yes, except Council Member Vogeli who was excused. Motion carried. COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign Amendment No. 1 to the contract for Basic Life Support Ambulance Services between the City of Everett and NW Ambulance. Presented by Rich Llewellyn, Fire Council Member Murphy asked for more information about an increase of rates for the past three years. Council Member Stonecipher asked if NW Ambulance is billing Everett residents for the balance left after the insurance payment is received. Mr. Llewellyn stated he would provide this information to the Council. Council Member Moore requested information regarding an economic projection for the City revenue increase related to the implementation of the BIA. COUNCIL BILL 1911- 54 SECOND READING: AN ORDINANCE removing " Supportive Housing" as a Permitted Use in Single- Family Zones, amending Ordinance No 1671- 89, as amended, and amending other regulations related to Supportive Housing in other zones City Attorney Hall provided a clarification related to the new definition of permanent supportive housing and other types of housing allowed in R- 1 ( single- family residential) zones.
