Everett City Council

April 6, 2022 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., April 6, 2022, by President Stonecipher. Upon roll call, it was found that Mayor Franklin and Council Members Vogeli, Tuohy, Rhyne, Schwab, Zarlingo, Fosse, and President Stonecipher were present. Council Member Schwab led the Pledge of Allegiance. On behalf of the City Council, Council Member Zarlingo acknowledged the original inhabitants of this place, the sduhub people and their successors, the Tulalip Tribes. APPROVAL OF MINUTES The minutes of March 30, 2022, were approved as printed. MAYOR Mayor Franklin thanked the community for the incredible outpouring of support the city has received as we are all remembering and honoring Officer Dan Rocha. The notes, kind words the community shared, and the support received from the memorial were heartwarming and greatly appreciated. COUNCIL RESOLUTION — HONORING OFFICER DAN ROCHA To adopt Resolution No. 7765 honoring the life, service, and sacrifice of Everett Police Officer Dan Rocha. Discussion followed among Council Members Vogeli, Tuohy, Rhyne, Schwab, Zarlingo, Fosse and President Stonecipher. Roll was called with all council members voting yes. 1  April 6, 2022 Motion carried. Comments and liaison reports were provided by Council Members Vogeli, Tuohy, Rhyne, Schwab, Zarlingo, Fosse, and President Stonecipher. President Stonecipher stated that there was discussion during the Budget Committee meeting regarding a potential ballot measure to ask voters to help bridge the gap in the general fund budget. The City Finance team will be providing further information, analysis, and a recommendation for a property tax levy lid lift. In order for a lift to be in effect for the 2023 budget, council would need to take action by the end of June to take the ballot measure to voters in November of this year. President Stonecipher also addressed the role of the at- large council positions. She stated that at- large positions represent all neighborhoods, and any resident should feel free to reach out to the at- large council members on any matter of concern. ADMINISTRATION There were no updates from Administration. CITY ATTORNEY City Attorney David Hall had no updates. PUBLIC COMMENT Deb Williams stated Council received nine ( 9) written comments, and there were four (4) members of the public who wished to speak. RESOLUTION — ELECTRONIC CLAIMS To adopt Resolution No. 7764 authorizing electronic claims against the City of Everett in the amount of $ 6,292, 763. 21 for the period of February 1, 2022, through February 28, 2022. CALL FOR BIDS — WATER FILTER PLANT EMERGENCY GENERATOR REPLACEMENT PROJECT To authorize a call for bids for the completion of the Water Filter Plant Emergency Generator Replacement Project. REQUEST FOR PROPOSAL— AUTOMATED TRAFFIC SAFETY CAMERA PROGRAM Moved by Council Member Tuohy, seconded by Council Member Zarlingo, to authorize the release of Request for Proposal ( RFP) # 2022- 002 Automated Traffic Safety Camera Program. Corey Hert, City Traffic Engineer, gave an update on the program, which included a revised timeline, request for proposals, history of existing accidents in potential intersection locations from January 2015 to October 2021, and photo enforcement funding of safety projects. Discussion followed among Council Members Vogeli, Tuohy, Rhyne, Schwab, Zarlingo, Fosse and President Stonecipher. After in- depth discussion, Council Member Fosse made a motion to postpone council action to allow for more community outreach and stakeholder input to address concerns with the program. President Stonecipher tabled the motion to postpone council action to hear from the public on this matter. RESOLUTION — CITY COUNCIL RULES OF PROCEDURES FOR THE CONDUCT OF COUNCIL Moved by Council Member Rhyne, seconded by Council Member Vogeli, to adopt Resolution No. 7752, establishing the City Council Rules of Procedure for the Conduct of Council and repealing Resolution No. 7719. Moved by Council Member Zarlingo, seconded by Council Member Stonecipher, to amend and remove Section No. 2 related to council virtual participation. Discussion continued among Council Members Vogeli, Tuohy, Rhyne, Schwab, Zarlingo, Fosse, President Stonecipher, and City Attorney Ramsey Ramerman. Roll was called with all council members voting yes, except Vogeli, Rhyne and Fosse. Motion carried. Council Member Rhyne made a motion to reinstate Section 5 No. 8( i) to amend the language to read " speakers may not engage in abusive or harassing behavior, including but not limited to..." with a list of behaviors to be added. Moved by Council Member Rhyne, seconded by Council Member Fosse, to 5 No. 8( i), to amend the language to state, " including, but not reinstate Section limited to..." Roll was called with all council members voting yes. Motion carried. President Stonecipher brought back the main motion for a vote. Moved by Council Member Rhyne, seconded by Council Member Vogeli, to adopt Resolution No. 7752, as amended, establishing the City Council Rules of Procedure for the Conduct of Council, and repealing Resolution No. 7719.
