The meeting convened at 6:30 pm with a roll call of Commissioners. Acceptance of Agenda Commissioner Hall made a motion to accept the September 27, 2022, agenda, it was seconded by Commissioner Fox, and approved unanimously. Citizen comments (for items not on tonight’s agenda) Lolly Huggins with the City’s Parks Department attended the meeting to discuss the upcoming Clark Park gazebo project. Lolly explained the changes they are wanting to make to the gazebo as part of this renovation project and is looking for guidance and input from the historical commission. The commission provided some preliminary suggestions and history of the gazebo. Chair Hieb and Alex Byrd will meet with Lolly to discuss the project further and coordinate scheduling this project on the next available agenda. Approval of July and August Meeting Summaries The commission voted on the July and August meeting summaries as one action item. Commissioner Hall made a motion to approve the July and August meeting summaries, seconded by Commissioner Bush, and approved unanimously. 2115/2117 Grand Ave Multiple-Family Design Review The commission conducted a design review of a proposed multiple-family dwelling at 2115 and 2117 Grand Avenue. This item was continued from the May 24, 2022, meeting. The commission discussed the project and deemed the design insufficient to make a recommendation to the planning director, requesting additional dimensions and specifications. There were several citizens who attended the September 27, 2022, meeting (listed above) that provided comments, concerns, and questions about the proposed project. Chair Hieb made a motion deeming the design insufficient for review, with encouragement for the applicant to come back with specificity in the areas that have been most problematic and contentious in tonight’s meeting, specifically regarding the roof deck and the storage TBD area in the rear setback and its potential conversion to living space down the line. Commissioner Gemmer seconded the motion. Seven commissioners voted yes, and two commissioners voted no; 1 therefore, the motion was passed. Next Meeting (date and subject) The next meeting will be held on Tuesday, October 25, 2022. Staff and Commissioner Comments Commissioner Hall and Commissioner Palen announced that there will be a historic masonry walking tour put on by the Downtown Everett Association on October 14 th at 4pm. Commissioner Fox announced that the grand opening of Emma Yule Park will be on September 29 th at 4pm and the Van Valey house was given to the Everett Museum of History and they are having an open house this weekend. Commissioner Tucker announced there will be a Historic Everett cemetery tour on October 8th at 11am. A recording of the full meeting is available upon request. 2
