Acceptance of Agenda Chair Hieb made a motion to accept the October 25, 2022, agenda, it was seconded by Commissioner Tucker, and approved unanimously. Citizen comments (for items not on tonight’s agenda) There were no citizen comments for items not on the agenda. Approval of September Meeting Summary Vice Chair Morrison made a motion to approve September meeting summary, with the condition that the section referencing the April meeting summary in error is removed, and the meeting summary is revised to clarify the July and August meeting summaries were approved as one action item. Commissioner Hall seconded the motion, and it was approved unanimously. 1516 Rucker Ave Design Review The commission conducted a design review of a proposed addition and associated site improvements at 1516 Rucker Avenue. The applicant proposes to construct an attached two-car garage on the basement level and convert a portion of the existing basement to an accessory dwelling unit. On the first floor, a 220 square foot addition is proposed that would expand the existing kitchen. The kitchen addition would open onto a 400 square foot partially covered deck above the garage addition. On the south side of the addition, a new concrete walkway and stairs would provide exterior access to the first-floor deck from the driveway area. On the second floor, a 340 square foot roof deck is proposed above the kitchen and covered deck addition below. The proposed additions would all be located at the rear of the residence. The commission discussed the project and Commissioner Tucker made a motion to accept the design as presented, seconded by Commissioner Fox. It was approved unanimously. There were no citizen comments or questions regarding this item. 1 2115/2117 Grand Ave Multiple-Family Design Review The commission conducted a design review of a proposed multiple-family dwelling at 2115 and 2117 Grand Avenue. This item was continued from the May 24, 2022, meeting and the September 27, 2022, meeting. The commission further discussed the project and reviewed the changes the applicant made to the plans addressing the commission’s comments from the September meeting. Commissioner Gemmer made a motion to disapprove the design as presented based on the roof deck deviation request. It was seconded by Commissioner Fox. Seven commissioners voted yes, and Commissioner Hall abstained. The motion was passed. Vice Chair Morrison made a motion to deny the demolition of the contributing structure at 2115 Grand Ave. The motion was seconded by Chair Hieb and approved unanimously. Next Meeting (date and subject) The next meeting will be held on Tuesday, November 29, 2022. This is one week after the normal meeting date due to accommodate the Thanksgiving Holiday. Staff and Commissioner Comments Commissioner Fox commended Commissioner Hall and Commissioner Palen for the success of the historic masonry walking tour put on by the Downtown Everett Association. Commissioner Fox also announced that he will be leaving the commission at the end of the year. Commissioner Tucker announced that Historic Everett will be hosting an event on Saturday, November 5th regarding Denise Ohio’s documentary on the Everett Massacre. The event will be held at the Elks Lodge in Everett at 1:00pm. A recording of the full meeting is available upon request. 2
