EXCELSIOR SPECIAL MEETING
November 9, 2018
Council Chambers
10:00 a.m.
1. CALL TO ORDER
Mayor Gaylord called the meeting to order at 10:10 a.m.
2. ROLL CALL
Present: Councilmembers Carlson, Caron, Miller, Mayor Gaylord
Absent: Councilmember Beattie
Also Present: City Manager Luger, Public Works Superintendent Amundsen,
Event Coordinator Edwards, and City Clerk Orlofsky
3. CANVASS THE ELECTION RESULTS
Caron moved, Carlson seconded, to adopt Resolution 2018-44 - A Resolution
Declaring the Results of the November 6, 2018 General Election. Motion Carried 4/0.
4. ICE CASTLE REQUEST
Luger explained the contract and fee options to the City Council and explained that
staff would recommend the ‘Option B’ structure, and to change the winter parking
meter rate to $3.00 an hour.
Miller stated that he would be willing to go with ‘Option A’; he would like to look at
securing this event for the future.
Carlson stated that he supports the Ice Castles event and that he would recommend
‘Option B’, staff’s proposal.
Caron added that she would also support ‘Option B’, and she does not want to
allocate percentages for the parking meter revenue as we don’t know what will be
generated. She would also like the Council to replenish the water fund with the
revenue that is brought in and to put any extra revenue towards The Commons. She
would also like the parking rate to be set at the event rate of $4.00 an hour.
Gaylord likes the event, he thinks it’s a really good idea; however, he does have
concerns about traffic and congestion from the event and the effect it will have on the
neighborhoods. Gaylord also believes the City should look at the ticketed fees and the
amount of money that is brought in from the tickets.
Ryan Davis, Event Coordinator of the Ice Castles, added that their organization will
proactively direct people to parking lots to help take the congestion off the residents.

Gaylord asked about the saturation on the grass in the park in the spring time and
the effect it will have on the park and the spring events.
Davis, explained that the amount of rain that Minnesota gets is what helps push the
water from the park into the lake. The saturation would be no more than if you had
three or five garden hoses running at your house. Ryan also added that they will take
down the ice castles and haul the ice away to help eliminate some of that saturation.
Gaylord also requested that they do not use chain link fencing for the event.
Davis explained that they use event fencing and that it is blue.
Carlson moved, Miller seconded, to approve ‘Option B’ that includes a base permit fee
of $21,750, an attendance fee of $1,250, a water rate of $2.20/gallon which would
equal $26,400, for the total fee of $49,400 and to set the parking meter rate at the
event rate of $4.00 an hour all along Excelsior Boulevard. Motion carried 4/0.
5. ADJOURNMENT
Caron moved, Carlson seconded, to adjourn at 10:45 a.m. Motion carried 4/0.
