1. CALL TO ORDER
Mayor Gaylord called the meeting to order at 6:32 p.m.
2. ROLL CALL
Present: Councilmembers Beattie, Carlson, Miller, Mayor Gaylord
Absent: Councilmember Caron
Also Present: City Manager Luger, City Attorney Staunton, Finance Officer
Horn, Consulting City Planner Richards, City Planner Becker,
Public Works Superintendent Amundsen, and City Clerk Orlofsky
3. APPROVAL OF MINUTES
(a) October 15, 2018 City Council Minutes Amended
Carlson moved, Miller seconded, to move the October 15, 2018 minutes to
Item 12(c) on the Regular Council agenda. Motion carried 4/0.
(b) October 25, 2018 Special Meeting Minutes
Carlson moved, Miller seconded, to approve the October 25, 2018 Special
Meeting Minutes. Motion carried 4/0.
(c) November 5, 2018 Work Session Minutes
Carlson moved, Beattie seconded, to approve the November 5, 2018 Work
Session Minutes. Motion carried 4/0.
(d) November 5, 2018 City Council Minutes
Carlson moved, Beattie seconded, to approve the November 5, 2018 City
Council Minutes. Motion carried 4/0.
(e) November 9, 2018 Special Meeting Minutes

Staunton provided the background information.
(b) Excelsior Fire District Board Meeting
Miller provided the Excelsior Fire District Update.
6. AGENDA APPROVAL
(a) Meeting Agenda
Carlson moved, Beattie seconded, to approve the November 19, 2018 City
Council Agenda. Motion carried 4/0.
(b) Consent Agenda
Beattie moved, Carlson seconded, to approve the consent agenda. Motion
carried 4/0.

2. Second Reading of Ordinance No. 585 – An Ordinance to Amend Section
32-44(22) of the Excelsior City Code of Ordinance Pertaining to Prohibitions
of Stopping and Parking.
Action – Waived the Second Reading and Adopted Ordinance No. 585, An
Ordinance to Amend Section 32-44(22) of the Excelsior City Code of
Ordinance Pertaining to Prohibitions of Stopping and Parking.
3. Second Reading of Ordinance No. 586 – An Ordinance to Amend the
Number of Liquor Licenses
Action – Waived the Second Reading and Adopted Ordinance No. 586 – An
Ordinance Amending Chapter 4, Article II, Division 2, Section 4-63, of the
Excelsior City Code, Amending the Number of Liquor Licenses Available, as
presented.
4. Second Reading of Ordinance No. 583 – An Ordinance Amending
Preservation Design Manual Designating 242 First Street as a Landmark
Designation
Action- Waived the Second Reading and Adopt Ordinance 583, an
Ordinance Amending the City of Excelsior Heritage Preservation Design
Manual by Adding 242 First Street as a Landmark.

(b) Consent Agenda - Continued
5. Gazebo and Mitten Pond Proposal
Action – Approved the proposal from WSB and Associates to conduct
stakeholder meetings, an open house, and a survey outlined in the
proposal for the cost of $4,000, using the charitable gambling funding
source.
6. Adopt Resolution 2018-46 for Temporary Parking Restrictions for the 2018
Christkindlsmart event
Action – Adopted Resolution 2018-46 – A Resolution for Temporary Parking
Restrictions for the 2018 Christkindlsmarkt event.
7. PUBLIC HEARINGS
(a) Public Hearing on 2018 Storm Water Pollution Prevention Plan
Mayor Gaylord opened the public hearing at 6:50 pm
Hearing no comments from the public Mayor Gaylord closed the public hearing
6:52 p.m.
(b) Public Hearing Continued for 142 Lake Street Variance
Mayor Gaylord continued the Public Hearing at 6:58 p.m.
Hearing no comments from the public the public hearing was closed at 6:59
p.m.
John Monson, 202 Water Street, addressed the City Council.
Mike Salvadore, 142 Lake Street, addressed the City Council.
The applicant John Monson from Landschute and the Salvadore’s would like to
extend the application an additional 30 days.
Carlson moved, Beattie seconded, to continue it to the Planning
Commission for review, and to bring it back before the City Council
On Tuesday, November 27th at 8:00 a.m. Motion carried 4/0.
8. PETITIONS, REQUESTS and COMMUNICATIONS
(a) Waters’ Amendment to the Development Agreement
Kyle, from The Waters’ LLC, addressed the City Council.
Carlson moved, Beattie seconded, to approve the Waters’ Amendment to the
Development Agreement as discussed at the November 19, 2018 City Council
meeting. Motion carried 4/0

10. REPORTS of OFFICERS, BOARDS, and COMMITTEES
(a) Planning Commission
1.) Communications of Process Improvement
Carlson moved, Beattie seconded, to continue this item to the January 22,
2018 City Council Meeting.
11. UNFINISHED BUSINESS
(a) Conflict of Interest Policy and City Council By-Law Change
Carlson moved, Beattie seconded, to approve with the amendments as
recommended at the November 19, 2018 City Council meeting.
Motion carried 4/0.
12. NEW BUSINESS
(a) Feasibility Report for the 2019 Street and Utility Improvement Project
Beattie moved, Carlson seconded, to approve Resolution 2018- 45 – A
Resolution to receive the feasibility report, to set a public improvement
hearing for Monday, December 17, 2018 at 7:00 p.m.; and to authorize
preparation of plans and specifications for the 2019 Street and Utility
Improvement Project. Motion carried 4/0.
(b) Approve Electrical Upgrades in The Commons
Beattie moved, Carlson seconded, to put in the temporary upgrade next to the
current equipment in The Commons. Motion carried 4/0.
(c) October 15, 2018 City Council Minutes Amended
Staff will insert the letters on the PUD Ordinance into the packet items from
the council meeting.
Miller moved, Beattie seconded, to terminate the second reading for changes
to the Ordinance and to remove article 65. Motion carried 4/0.
13. ADJOURNMENT
Beattie moved Miller seconded, to adjourn at 8:48 p.m. Motion carried 4/0.
