City of Excelsior Regular Council Meeting MINUTES Monday, November 1, 2021 6:30 P.M. 1. CALL TO ORDER Mayor Carlson called the meeting to order at 6:35 P.M. 2. ROLL CALL City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman, and Kurschner Absent: None Also Present: City Manager Luger, Public Works Superintendent Amundsen, City Engineer Dawley, Community Development Director Mullin, City Attorney Staunton, and City Clerk Williams 3. APPROVAL OF MINUTES (a) October 18, 2021 City Council Work Session Minutes (b) October 18, 2021 City Council Minutes Hersman moved, Dierking seconded, to approve the October 18, 2021 City Council Work Session Minutes and the October 18, 2021 City Council Minutes. Motion carried 5/0. 4. OPEN FORUM None 5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS Minutes City Council Meeting Monday, November 1, 2021 Page 2 (a) Excelsior-Lake Minnetonka Chamber of Commerce Update (b) Jen Weiss, Excelsior-Lake Minnetonka Chamber of Commerce, gave an update on Halloween in Excelsior, new Chamber Director, Tiffany King, and Small Business Saturday. (c) Construction Updates Tim Amundsen, Public Works Superintendent, gave an update on current construction projects. (d) Excelsior Fire District Update Councilmember Dierking gave an update on the Excelsior Fire District’s engines, duty crew, rescue boat, and calls for the year. (e) National Register Downtown District Councilmember Caron gave an update on the City of Excelsior Downtown Historic District being listed on The National Register of Historic Places. (f) Mayor’s Update Mayor Carlson gave an update on Fall Clean-Up and expressed gratitude to The Chamber for Halloween in Excelsior. 6. MEET EXCELSIOR (a) None 7. AGENDA APPROVAL (a) Meeting Agenda Caron moved, Dierking seconded, to approve the November 1, 2021 Meeting Agenda. Motion carried 5/0. Minutes City Council Meeting Monday, November 1, 2021 Page 3 (b) Consent Agenda Hersman moved, Dierking seconded, to approve the November 1, 2021 Consent Agenda. Motion carried 5/0. 1. Review Verified Claims under $20,000 and Approve Verified Claims over $20,000 Action – Reviewed Verified Claims under $20,000 and Approved Verified Claims over $20,000. 2. Agreement with the City of Greenwood Action – Approved Agreement with the City of Greenwood. 3. Approve Pay Voucher No. 11 2020 Street & Utility Improvements Project Action – Approved Pay Voucher No. 11 2020 Street & Utility Improvements Project. 4. Excelsior Boulevard Lift Station Upgrade and Rehabilitation Proposal Action – Approved the Proposal with WSB & Associates for the not-to- exceed fee of $52,900 to provide design, bidding, and construction services for the Excelsior Boulevard Lift Station Rehabilitation. 8. PUBLIC HEARINGS (a) None 9. PETITIONS, REQUESTS and COMMUNICATIONS (a) Eco-Friendly Boat Rental Proposal Ryan Lloyd and Ryan Jaeger presented their proposal to the Council. Minutes City Council Meeting Monday, November 1, 2021 Page 4 The Council is in support of the proposal and has directed staff to work on a draft lease. (b) 106 Center Street City Manager Luger, Community Development Director Mullin, and City Clerk Williams gave a presentation on 106 Center Street. Mayor Carlson opened comments from the floor. Dan Brattland, 234 Water Street, addressed the Council about hosting an open forum with residents regarding the property. John Gilles, 166 Linwood Avenue, addressed the Council with concerns about the proposed use of the property. Lance Black, 274 Lake Street, addressed the Council with concerns about the proposed use of the property. Peter Hartwich, 186 George Street, addressed the Council with support about the proposed use of the property. Jodi Noll, 242 First Street, addressed the Council with concerns about the proposed use of the property and about communication efforts. The Council provided staff with direction to come back with recommendations for additional engagement. 10. ORDINANCES and RESOLUTIONS (a) None 11. REPORTS of OFFICERS, BOARDS, and COMMITTEES (a) Accept Resignation and Declare Vacancy on City Commission Minutes City Council Meeting Monday, November 1, 2021 Page 5 Dierking moved, Caron moved, to accept Connie Brabec’s resignation, direct staff to advertise for Citizen Inquiry Forms, and appoint Mayor Carlson to conduct interviews. Motion carried 5/0. 12. UNFINISHED BUSINESS (a) None 13. NEW BUSINESS (a) 2022 Ford F-450 Truck and Body Components Purchase Kurschner moved, Dierking seconded, to approve the purchase of a 2022 Ford F-450 1-ton truck from Boyer Trucks for $39,724.90 and the truck body components from Crysteel for $40,649.36 utilizing the Minnesota State Bid Contract for the total amount of $80,374.26 to be funded from the Public Works Capital Equipment Funds. Motion carried 5/0. (b) Style Guide Scope of Work The Council was in support of the style guide and provided direction to staff. 14.
