City of Excelsior Regular Council Meeting MINUTES Monday, December 6, 2021 6:30 P.M. 1. CALL TO ORDER Mayor Carlson called the meeting to order at 6:30 P.M. 2. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS (a) Excelsior-Lake Minnetonka Chamber of Commerce Update Tiffany King, Excelsior-Lake Minnetonka Chamber of Commerce, gave an update on Christmas in Excelsior and the event season. (b) Report Out on 810 Excelsior Boulevard Sale Status City Attorney Staunton provided an update on the 810 Excelsior Boulevard Sale Status. (c) Excelsior Fire District Board Update Councilmember Kurschner provided an update on the proposed fire boat. (d) Chriskindlsmarkt Mayor Carlson gave an update on Chriskindlsmarkt. 6. MEET EXCELSIOR (a) Kelly Morrison, Minnesota House of Representatives, addressed the City Council. 7. Resolution 2021-73 Approving 2022 Liquor License Renewals Councilmember Caron recused herself. Kurschner moved, Hersman seconded, adopt Resolution 2021-73 Approving 2022 Liquor License Renewals. PUBLIC HEARINGS (a) 2021 Levy Payable and 2022 Budget Presentation Finance Director Palmer gave a presentation on the 2021 Levy Payable and 2022 Budget. 9. PETITIONS, REQUESTS and COMMUNICATIONS (a) Proposal for Little Free Library at Excelsior Port Bryce Alexander gave a presentation on the Little Free Library Proposal at Excelsior Port. Hersman moved, Kurschner seconded, to approve the Little Free Library at Excelsior Port with direction as provided. Motion carried 4/0. Minutes City Council Meeting Monday, December 6, 2021 Page 6 (b) Request for On-Sale Intoxicating and Sunday Liquor License Andrew Switz gave a presentation on the liquor license request. The Council provided staff with direction to amend to liquor ordinance to reflect an additional liquor license and to bring the item back to a future Council meeting. 10. REPORTS of OFFICERS, BOARDS, and COMMITTEES (a) Heritage Preservation Commission Appointments Hersman moved, Caron seconded, to accept the recommendation from the Heritage Preservation Interview Committee to appoint Dan Brattland. Motion carried 4/0. Kurschner moved, Hersman seconded, to accept the recommendation from the Heritage Preservation Interview Committee to appoint Jodi Noll Motion carried 4/0. 12. UNFINISHED BUSINESS (Amended) (a) Resolution 2021-77 Adopt 2022 Fee Schedule Kurschner moved, Hersman seconded, to adopt Resolution 2021-77 Adopt 2022 Fee Schedule. Motion carried 4/0. 13. NEW BUSINESS (a) St. Alban’s Bay Bridge Advisory Committee Hersman moved, Caron seconded, to authorize St. Alban’s Bay Bridge Advisory Committee and $5,000 budget for Excelsior’s portion of preliminary engineering activities.
