City of Excelsior City Council Work Session MINUTES Tuesday, September 6, 2022 5:30 P.M. 1. CALL TO ORDER/ROLL CALL Acting Mayor Caron called the meeting to order at 5:31 P.M. City Council: Acting Mayor Caron and Councilmembers Dierking, Hersman, and Kurschner (arrived at 5:33 P.M.) Absent: Mayor Carlson Also Present: City Manager Luger, Public Works Superintendent Amundsen, Community Development Director Mullin, Finance Director Palmer, City Attorney/Assistant City Manager Staunton, and City Clerk Williams 2. AGENDA APPROVAL Dierking moved, Hersman seconded, to approve the September 6, 2022 City Council Work Session Agenda. Motion carried 3/0. 3. PRELIMINARY 2023 BUDGET Finance Director Palmer presented the 2023 Preliminary Budget. The Council provided staff with direction to clarify some preliminary general fund expenditures, calculate a stable debt levy rate, review and revise the Capital Improvement Plan levy for public works, and provide additional tax rate and levy scenarios at a future meeting. 4.
