City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman, and Tyler Absent: None Also Present: City Manager Luger and Finance Director Palmer 2. AGENDA APPROVAL Dierking moved, Hersman seconded, to approve the December 19, 2022 City Council Closed Session Agenda. Motion carried 5/0. 3. MOTION TO CLOSE THE MEETING PURSUANT TO MINN. STAT. § 13D.03, SUBD. 3(B) 4. Hersman moved, Caron seconded, to enter the closed session pursuant to Minn. Stat. § 13d.03, Subd. 3(b). Motion carried 5/0. 5. 2023-2025 UNION CONTRACT 6.
