1. CALL TO ORDER
Acting Mayor Caron called the meeting to order at 6:39 P.M.
2. ROLL CALL
City Council: Acting Mayor Caron, Councilmembers Dierking, Hersman and Tyler
Absent: Mayor Carlson
Also Present: City Manager Luger, City Attorney/Assistant City Manager Staunton,
Community Development Director Mullin, and Public Works Director
Amundsen, Administrative Services Director Williams.
3. APPROVAL OF MINUTES
(a) January 8, 2024 Work Session Minutes
Hersman moved, Dierking seconded, to approve the January 8, 2024 Work Session
Minutes. Motion carried 4/0.
(b) January 8, 2024 City Council Minutes.
Hersman moved, Dierking seconded, to approve the January 8, 2024 City Council
Minutes. Motion carried 4/0.
4. OPEN FORUM
Andrew Punch, 561 Third Street, addressed the council requesting an update on the
property at 106 Center Street.

5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS
(a) Parks and Recreation Commission Update
Tim Amundsen, Public Works Director, gave an update on the Parks and Recreation
Commission.
(b) Presidential Nomination Primary – March 5th
Nalisha Williams, Administrative Services Director, provided information on the
Presidential Nomination Primary and early voting.
(c) SLMPD Coordinating Committee Meeting
Kristi Luger, City Manager, gave an update on the SLMPD Coordinating Committee.
(d) Ballfield PAC Update
Councilmember Hersman gave an update on the Ballfield PAC.
(e) Senate Bonding Tour Update
Acting Mayor Caron gave an update on the Senate Bonding Tour that took place on
January 18.
(f) Frost Quakes
Acting Mayor Caron addressed the council about Frost Quakes happening on Lake
Minnetonka.
6. MEET EXCELSIOR
(a) LMCD Update
Mark Kroll, Director, gave an update on the Lake Minnetonka Conversation District.

7. AGENDA APPROVAL
(a) Meeting Agenda
Tyler moved, Hersman seconded, to approve the January 22, 2024 Meeting Agenda
with the addition of item 10(a) Discussion of Residential Zoning.
(b) Consent Agenda
Dierking moved, Tyler seconded, to approve Consent Agenda Items 7(b) 1, 3, and 5.
Item 7(b)2 to be continued to the February 7 City Council Meeting. Motion carried
4/0.
Hersman moved, Dierking seconded, to approve Consent Agenda Item 7(b)4.
Motion carried 4/0.
1. Review Verified Claims under $20,000 and Approve Verified Claims over
$20,000
Action – Reviewed Verified Claims under $20,000 and Approved Verified
Claims over $20,000.
2. Ordinance No. 665 Amending Chapter 26 for Employee Earned Sick and Safe
Time
Action – Continued to the February 5, 2024 City Council Meeting.
3. Disposing of Surplus Equipment and Materials
Action – Authorized staff to dispose of surplus equipment and materials.
4. Resolution 2024-03 Authorize Permit for Trail Amenities with Hennepin
County Rail Authority
Action – Adopted Resolution 2024-03 authorizing the Permit for Trail
Amenities with Hennepin County Rail Authority.

5. Continue Pavilion Signage
Action – Continue Plaza Signage to the February 5, 2024 City Council
Meeting.
8. PUBLIC HEARINGS
(a) None
9. PETITIONS, REQUESTS and COMMUNICATIONS
(a) THC License Ordinance
Dierking moved, Hersman seconded, to waive the first reading and schedule a
second reading and adoption for the February 5, 2024 City Council Meeting with
changes as discussed. Motion carried 4/0.
10. ORDINANCES and RESOLUTIONS
(a) Residential Zoning Standard
The council provided feedback to the staff to make changes and bring back to a
future City Council Meeting
11. REPORTS of OFFICERS, BOARDS, and COMMITTEES
(a) Annual Advisory Appointments
Dierking moved, Tyler seconded to authorize staff to advertise for the annual
advisory appointments for all commissions and appoint Councilmember Tyler to
conduct interviews for the Heritage Planning Commission, appoint Councilmember
Dierking to conduct interviews for the Park and Recreation Commission and appoint
Councilmember Caron to conduct interviews for the Planning Commission positions.
