Regular Council Meeting MINUTES Tuesday, February 20, 2024 Trinity Episcopal Church - 322 Second Street, Excelsior, MN 55331 6:30 P.M. 1. CALL TO ORDER Mayor Carlson called the meeting to order at 6:34 P.M. 2. ROLL CALL City Council: Mayor Carlson, Councilmembers Caron, Dierking, and Hersman. Tyler arrived at 7:10 P.M. Also Present: City Manager Luger, City Attorney/Assistant City Manager Staunton, Public Works Director Amundsen, Community Development Director Mullin, and Administrative Services Director Williams. 3. APPROVAL OF MINUTES (a) February 5, 2024 Work Session Minutes Dierking moved, Caron seconded, to approve the February 5, 2024 Work Session Minutes. Motion carried 4/0. (b) February 5, 2024 City Council Minutes. Dierking moved, Caron seconded, to approve the February 5, 2024 City Council Minutes. Motion carried 4/0. 4. OPEN FORUM Bruce Kelly, 165 Maple Street, addressed the council about parking concerns. 5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS Minutes City Council Meeting Tuesday, February 20, 2024 Page 2 (a) Parks and Recreation Commission Update Tim Amundsen, Public Works Director, gave an update on the Parks and Recreation Commission. (b) South Water Street Area Plan/Hennepin County Grant Kristi Luger, City Manager, gave provided an update on the Grant received from Hennepin County. 6. MEET EXCELSIOR (a) None 7. AGENDA APPROVAL (a) Meeting Agenda Hersman moved, Caron seconded, to approve the February 20, 2024 Meeting Agenda with the change to continue item 9 at a meeting in March. Motion carried 4/0. (b) Consent Agenda Dierking moved, Caron seconded, to approve the February 20, 2024 Consent Agenda. Motion carried 4/0. 1. Review Verified Claims under $20,000 and Approve Verified Claims over $20,000 Action – Reviewed Verified Claims under $20,000 and Approved Verified Claims over $20,000. 2. Resolution 2024-07 Approving the 2024 Fee Schedule Action – Approved the 2024 Fee Schedule. Minutes City Council Meeting Tuesday, February 20, 2024 Page 3 3. Resolution 2024-06 Appointing Election Judges and Absentee Ballot Board Judges. Action – Adopted Resolution No. 2024-06 Appointing Election Judges and Absentee Ballot Board Judges. 4. Second and Adoption of Ordinance No. 664 and Summary Resolution 2024- 09 Zoning Amendments Action – Waived the Second Reading and approved Ordinance 664 Amending the City’s Residential Zoning Standards. 5. Continue Pavilion Signage Action – Continued Plaza Signage to the March 4, 2024 City Council Meeting. 6. Approve Pay Voucher No. 2 – 2023 Crack Sealing Action – Approved Pay Voucher No. 2 for 2023 Crack Sealing Project. 7. Resolution 2024-08 Memorial Bench Donations for Veteran’s Memorial and The Port Action – Adopted Resolution 2024-08 Accepting Memorial Bench Donations for the Veteran’s Memorial and The Port. 8. PUBLIC HEARINGS (a) 262 Lake Street Demolition Permit Denial Appeal Kevin Staunton, City Attorney/Assistant City Manager, gave a staff report. Jacob Steen, Larkin Hoffman, addressed the Council. Troy Mathwig, 262-264 Lake Street, addressed the Council. Minutes City Council Meeting Tuesday, February 20, 2024 Page 4 Bob Bolles, 229 George Street, addressed the Council. Jay Pfeffer, Residential Contractor, addressed the Council on behalf of Dr. David Schultz. Angela Swenson, Preservation Architect, addressed the Council on behalf of Dr. David Schultz. Bob Bolles, 229 George Street, addressed the Council. Troy Mathwig, 262-264 Lake Street, addressed the Council. Dierking moved, Hersman seconded, to affirm the HPC’s decision to deny a Site Alteration Permit to Demolish 262 Lake Street and directed staff to draft a resolution documenting the decision to be brought back to the March 4, 2024 Council Meeting. Motion carried 5/0. 9. PETITIONS, REQUESTS and COMMUNICATIONS (a) Feasibility Study for Council Chambers, City Hall, and Public Works Item continued to a future meeting in March. 10. ORDINANCES and RESOLUTIONS (a) None 11. REPORTS of OFFICERS, BOARDS, and COMMITTEES (a) Annual Advisory Appointments Tyler Moved, Dierking seconded, to appoint Dan Bratland and Anne Mark to the Heritage Preservation Commission.
