1. CALL TO ORDER
Mayor Carlson called the meeting to order at 6:31 P.M.
2. ROLL CALL
City Council: Mayor Carlson, Councilmembers Caron, Dierking, Hersman and Tyler
Also Present: City Attorney/Assistant City Manager Staunton, Public Works
Director Amundsen, and Special Events Coordinator Edwards.
3. APPROVAL OF MINUTES

Hersman moved, Dierking seconded, to approve the February 20, 2024 Work
Session Minutes. Motion carried 5/0.

4. OPEN FORUM
Bruce Kelly, 165 Maple Street, addressed the council complimenting City Staff for correcting
the problem of construction workers parking in East and West Parking Lots.

Zoning Preemption Legislation.
(d) Presidential Nomination Primary Election

Tyler moved, Dierking seconded, to approve the March 4, 2024 Meeting Agenda
with the change to delete item 9(a). Motion carried 5/0.

Dierking moved, Tyler seconded, to approve the February 20, 2024 Consent Agenda.

2. 339 Third Street Amendment
Action – Determined that the proposed changes are not significant and
authorized staff to approve them administratively.
3. February Building Permits Report
Action – Accepted the February Building Permits Report.
4. 262 Lake Street Appeal
Action – Adopted Resolution 2024-10 Approval of Resolution Affirming HPC
Denial of Demolition Permit for 262 Lake Street.
5. Approve Pay Voucher No. 13 and Final Commons Plaza & Concessions
Action – Approved Pay Voucher No. 13 and authorized payment to Garner
Builders.
8. PUBLIC HEARINGS
(a) Lecy Brothers Home Tour Permit – 6 Third Street
Amy Edwards, Special Event Coordinator, gave a staff report.
Andy Johnsrud, Lecy Brothers, addressed the Council answering questions about
the Home Tour.
Dan Brattland, 6 Third Street, addressed the Council answering questions regarding
the Home Tour.

Bob Bolles, 229 George Street, addressed the Council in favor of the permit.
Dierking moved, Tyler seconded, to approve the Special Event Permit with direction
to staff to work with the applicant on parking. Motion carried 5/0.
(b) Residential Review Permit 221 Monroe Avenue
Kevin Staunton, City Attorney/Assistant City Manager, gave a staff report.
Lisa Peterson, Noberg Homes, addressed the Council answering questions about the
proposed project.
Aleah Bauman-Luessi, 3613 Lerive Way, addressed the Council answering questions
about the proposed project.
Dierking moved, Hersman seconded, to adopt Resolution 2024-12 Approving a
Residential Review Permit Application at 221 Monroe Avenue with the
recommendation that the applicant work with staff and the city architect to
identify a reasonable solution that meets the Good Neighbor Guidelines. Motion
carried 5/0.
(c) Subdivision Application 511 Second Street
Kevin Staunton, City Attorney/Assistant City Manager, gave a staff report.
Tim Brown, 8147 Savanna Valley Way, addressed the council answering questions
regarding the application.
Dierking moved and Hersman seconded to adopt the subdivision application and
adopt Resolution 2024-11. Motion carried 5/0.
9. PETITIONS, REQUESTS and COMMUNICATIONS
(a) Food Trucks at the Plaza
The item was removed from the agenda.

(a) Annual Advisory Appointments
Dierking moved, Hersman seconded to accept the resignation of Ron Wiese from
the Parks and Recreation Commission. Motion carried 5/0.
Dierking moved, Caron seconded to appoint Tom Wolfe, Kari Sobeich and Dianne
Bolles to the Parks and Recreation Commission. Motion carried 5/0.

13. NEW BUSINESS
(a) Work Sessions
The Council discussed upcoming work sessions. Special work sessions were
scheduled for March 26, 2024 and April 9, 2024. The April 1, 2024 will be rescheduled
for April 29.

Dierking moved, Tyler seconded to adjourn the meeting at 7:41 P.M. Motion carried 5/0.
