Public Comment: Two residents living near the Railroad cottages shared their concerns about the project with the Committee. Their concerns include the lack of parking for visitors to the site, the density, storm water runoff and appropriateness of the site for this type of development. 2. Discussion Item: Railroad Ave Cottages-Presentation by the Applicant A representative of the applicant provided a presentation of the Railroad cottages project to the Committee. The project consists of 10 closely spaced cottage units and a common house on 1.25 ac of land along Railroad Ave adjacent to the W&OD trail. The project will be restricted to resident 55+ years old and the homes approximately 1500 sf. and 25 feet in height. On-site parking will be limited to 13 parking spaces. There has been quite a bit of discussion with adjacent residents who object to the project for a number of reasons previously stated. The developer is working with NOVA Parks to address the access issue and has proposed to install a six foot wide grass/pavement section to widen Railroad Ave to 16 feet. The applicant has worked with the Fire Marshall to develop a plan that allows Fire Dept. access and maneuvering room for fire apparatus. The City Council has forwarded this project to boards and commissions asking for comments. Andrea and Bill agreed to draft comments on the project for the CACT. 3. Action item: Approval of Minutes of the March 2017 and May 2017 CACT Meeting Minutes The CACT minutes for May 2017 were approved. The CACT minutes for March 2017 were not approved since a quorum of those attending that meeting was not present. 4. Committee Member Reports: • Andrea reported that Bike to Work Day (BTWD) seemed to be a success having stopped by the Falls Church pit stop. • Bill reported that the second Working Group meeting on the Great Fall/Little Falls traffic calming project was held on June 6th, and a preliminary plan was developed by staff and discussed. • Doug indicated that he was researching guidelines for parklets and was looking for potential locations in the City where a pilot project might be installed. • Steve indicated that only 2 entries were received for the Pace Car Decal contest. These were shared with the committee. Neither of the entries were considered to be satisfactory. Stephanie offered the use of her intern to develop some alternative decal designs for the committee to consider that may be ready for the July CACT meeting. 5. Staff reports: • Jeff reported on Bike to Work Day. The event was well attended had many sponsors, including a setup by WABA and FABB. The City had the most ever riders to register at the website with over 400 riders registering at our Pit Stop. Jeff also reported that the CACT website has been updated. • Stephanie described a new pedestrian and bike safety initiative called TOPS (Transportation Outreach for Pedestrian Safety) to be rolled out in September which will promote awareness of the laws for pedestrians and bicyclists. She also will ask the CIP Manager to present the Transportation CIP to the CACT at some future meeting. 6. Information Item: CACT 2017 Priority Tracking Sheet: Jeff reported that progress had been made on one of the CACT’s 2017 Initiatives: Speed Limit Reduction. The City Attorney has determined that the City has the authority to set speed limits lower than 25 mph on streets the city controls, provide a traffic engineering investigation and approval from City Council. 7. Information Item: Pace Car Decal Design Contest: See previous discussion under Committee Members Reports. 8. Information item: NTC Update: Jeff reported on the current NTC projects: • N Maple Ave- engineering palns for the 90% submittal are complete. Contractor to be selected in July with construction before Labor Day. • Great Falls/ Little Falls- second meeting of working Group held on June 6 where concept plan presented to group. Staff to refine plan based upon input and present to larger neighborhood. • N West/Lincoln Ave- Striping plan t be completed by consultant at end of June. Public Meeting on plan on July 13. Striping to be installed by Labor Day/
