Public Comment: 4 residents were in attendance. Meredith Grasso, the NTC Liaison for N Oak St, shared her concerns regarding the crossing at the intersection of N West St and N Oak St and pedestrian/cyclist safety in the City overall. 2 other residents attended to observe proceedings and express interest in serving on the CACT. 2. Minutes Approval for the February 2017 Meeting The minutes were not presented for a vote. 3. Committee Member Reports • Chairman Baldino reported that Youth Representative Bhaskar has been accepted into UVA and will soon wrap up his term. The committee expressed interest in appointing another representative during the next school year. • Bill reported that he and Chairman Baldino will be meeting with members of the Fairfax Alliance for Better Biking (FABB) on March 14 in Tysons. Tim Stevens of the Planning Commission is also invited. FABB is hosting a meeting at Falls Church City Hall on Wednesday, April 19 at 7:30 pm. • Andrea announced the kickoff Play Streets event for Pennsylvania Ave on Sunday, April 2. He suggested that a chapter in the City be established. Staff understands that FABB is looking for a meeting room and will hold their April meeting in the City, or close by. 4. Staff Reports • Stephanie announced that Bike to Work Day is May 19, and received confirmation that the due date for Pace Car submissions should be May 1, 2017. 5. Discussion Item: CACT Priority Tracking sheet for 2017 Chairman Baldino explained the concept of parklets to a resident in attendance, and Andrea expressed interest in hosting a Family Biking Day to promote the Bicycle Advocacy priority. Stephanie offered to provide the contact information of Gillian Burgess, a cycling advocate in Arlington County who has organized rides with Kidical Mass. Jeff will check into the Dillon Rule to see how it applies to lowering speed limits within the City to support Addison’s efforts for the Speed Limit Reduction priority. The High School Campus Project does not yet have a designated CACT lead (Steve was suggested since he works at the high school), and Councilwoman Oliver expressed concern regarding the  required commitment for the lead since there are a high number of working groups and meetings. The committee decided to update the tracking sheet periodically. 6. Action Item: Election of CACT Officers for 2017 Andrea Caumont (hereafter referred to as Chairwoman Caumont) was unanimously elected as Chair. Paul Baldino was unanimously elected as Vice Chair. 7. Discussion Item: Review of CACT Annual Report to Council for 2016 There has been no feedback regarding the recommendation to hire a temporary employee for NTC and other transportation efforts, and the budget which will be presented on Monday, March 13 will not include dedicated funding for NTC. 8. Discussion Item: April 3rd Joint Meeting with the Planning Commission Jeff will present information on NTC, and Kerri Oddenino will present on Bikeshare. Bill will include information on a Wayfinding Task Force, and Paul will include information regarding parklets and the dual trail study. The meeting will be held after the Planning Commission Work Session. Chairwoman Caumont will check with Russ to ensure the proposed topics are suitable and reach out to the EDA to gauge interest in another joint meeting. 9. Information Item: Great Falls/Little Falls NTC Working Group Meeting Report Bill reported that 8 residents attended the meeting at Columbia Baptist Church. One main issue discussed at the meeting was observed speeds toward the traffic signal at the intersection of Great Falls St and Little Falls St. Proposed solutions included: a) Speed hump near signal b) Bollards c) Converting the signal to an all-way stop d) Curb extensions e) Louvers 10. Information item: NTC Update Stephanie reported that a purchase order has been issued to a City consultant to collect survey data and design the marking layouts for N West St and Lincoln Ave. Jeff will send an email for further updates.
