City of Falls Church – Affordable Housing Fund Committee MINUTES PURPOSE OF MEETING: The City of Falls Church Affordable Housing Fund (AHF) provides funding both to maintain existing affordable housing and to develop additional affordable housing opportunities in the City for households with gross income less than 120% of the median income for the Washington Metropolitan statistical area. Funds are awarded on a rolling application basis through a public process and are to be site specific. Applications may be sponsored by either City or private agencies. Applications may be submitted at any time. DATE OF MEETING: December 21, 2023 PLACE OF MEETING: In Person (City Hall Dogwood Room) w/ Virtual Option MEETING CALLED TO ORDER BY: Jordan Hicks at 6:14 p.m. THOSE PRESENT: Committee Members Guests Jordan Hicks –Chair Phil Duncan, Council Member (Virtual) Richard Donohoe Staff Andrea Clemens Kayleen Mark Thomas Vaccaro Brenden Woodley Robert Denza 1. Virtual Participation– Chair Jordan Hicks a. Jordan motion to approve b. Richard seconded c. All voted aye 2. Affordable Housing Fund Overview – Staff Brenden Woodley a. Brenden provided overview of the purposes and use of the AHF b. Brenden discussed fund availability and Council allocations 3. Presentation of City Committed Affordable Unit program (CCAU) Application – Staff Kayleen Mark a. Kayleen discussed the CCAU i. Currently there are two units in the CCAU b. Kayleen provided an overview of the application i. Kayleen is always looking to find the best rates ii. The AHP funds will be used to expand from 2 to 7 units total in phase 1, and another 5 units in phase 2, total 12 units iii. Phase 1 will be funded for at least two years and phase 3 will be funded for at least 3 years c. Jordan asked if the new units will be the same priority as the old ones i. Kayleen said yes d. Andrea asked why only 5 i. Kayleen said the first 5 are funded, the second phase is a new addition and will take time to locate and fund the units e. Jordan requested an overview how selection works i. Kayleen described the process of selection based on priority, then eligibility (based on ability to afford the unit, then availability 4. Affordable Housing Fund Vote – Chair Jordan Hicks a. Jordan moved to vote for on the application i. Richard Seconded ii. All vote aye 5. Other – Chair Jordan Hicks a. Phil asked about Falls Church Housing Corporation’s (Thomas Vaccaro) participation in the City i. Thom said FCHC is always seeking developments then discussed Winter Hill and philanthropic works 6.
