City of Falls Church
PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church
citizens.
DATE OF MEETING: June 15, 2017

APPROVAL OF MINUTES: Minutes from the May 18, 2017 meeting were approved.
OLD BUSINESS:
Railroad Cottage Housing
The committee was asked if there is a general position on this as a whole.
• Development should support more diverse housing
• Keep all ages in the City, most are likely to stay and age in place
• The railroad cottages are not affordable
• Craig will draft comments and circulate for all to comment on
• Look at who contributed what in the past ownership developments
Follow up from joint meeting with Housing Commission – no comments
NEW BUSINESS:
Founders Row
This is not on the City Council Work Session for June 19. They will reschedule this for later.
The developer is swapping out the hotel with age restricted housing. This is not the City’s wish
and it may not get approved.
City Hall Public Space and Safety Renovation
Changes are being made to the City Hall renovation plans in order to simplify and meet the
$13M budget.
Election of Chair
Debra Roth moved to appoint Nicole Newman as the new Chair and it was approved
unanimously.

Recognition of Esther Kim
• The student representative was recognized and was presented with a certificate of
appreciation from the group.
• The committee said there was a need to mentor the student reps about what they do up
front and thought that would be helpful. Esther agreed with this and they will request that
Nancy provide this.
• The committee is interested in raising money.
Other
• The City Council representative to the committee was asked who would be running for
election this fall. There are four seats open and that it appears six people are running.
• The group asked about what was going on with the school development and it was reported
a feasibility study was done and on Friday June 17 they would all come together (schools
and Economic Development) to review three options being presented.
STAFF REPORT
• Economic Development will be meeting with a developer for the Stratford site.
• Community Residences received $300,000 from the State to finance the Miller House
group home project for adults with intellectual disabilities.
• It is mosquito and tick season. The mild winter may have led to more ticks this year.
Information is available on the City’s website and at customer service counters in City
Hall, Recreation and Parks, and Library. An outreach will be held at the Farmer’s Market
on June 24.
• Staff has created a new online GIS interactive map for Capital improvement and
infrastructure projects to launch July 1.
• Staff held a conceptual meeting with a developer for a new condo project on Park Ave
behind the Broadway.
• Washington Ear would like to get the word out about the services they provide. They did a
presentation at the Senior Center, Sunrise, and are planning one at Winter Hill
• If anyone would like for Nancy to arrange a tour of Aurora House, let her know. The tour
will need to be during the school time or while the girls are away on an overnight trip, if
they want to do it in the evening.
The July 20, 2017 meeting will be cancelled since several members are on travel. The next
meeting will be August 17.
