Page 1 of 2 MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise City Council on human services delivery to Falls Church citizens. DATE OF MEETING: September 28, 2017 PLACE OF MEETING: Oak Room, City Hall MEETING CALLED TO ORDER BY: Nicole Newman at 6:34 p.m. THOSE PRESENT: HSAC Members: Staff: Craig Cheney Nancy Vincent Alisa Macht City Council Liaison Nicole Newman (chair) Marybeth Connolly Anne Norloff Student Member: Debra Roth Tahaseen Shaik OTHERS PRESENT: Mike Suppa, Community Services Board APPROVAL OF MINUTES: Minutes from the August 17, 2017 meeting were approved. NEW BUSINESS: Community Services Board presentation Mr. Suppa gave information about the Community Services Board (CSB) and the services they provide to residents. Any resident who has a concern related to mental health, substance use, or developmental disability may contact or visit the CSB for screening and help in finding appropriate treatment and resources, either from the CSB or from other providers in our community. Any resident with a child age 0 to 3 who has or is at risk of developmental delay and meets certain eligibility requirements may access Infant and Toddler Connection services. Most other, non-emergency CSB services are primarily for people whose conditions seriously impact their ability to manage the daily activities of life. Their call center number is 703-383-8500 or folks may drop in at their Merrifield Center at 8221 Willow Oaks Corporate Drive in Annandale. Housing Apartments in the City are not required to accept Housing Choice Voucher clients. Ms. Macht, with Ms. Vincent, offered to draft a memo to the City Attorney requesting that source of income be added as a protected class in the City’s fair housing ordinance. Miller House project comments Members discussed the proposal for the City to sell the land at 300 N. Washington Street (Miller House) to Community Residences, Inc. in order to build and operate a group home Page 2 of 2 for adults with intellectual disability. The vote was unanimous to support the sale. Members also discussed whether or not to support a property tax exemption for the project. The vote was three in favor and one abstention. Healthy Eating Active Living (HEAL) campaign Ms. Vincent explained the work group that is being convened to develop policy recommendations around creating a healthier community. Ms. Roth and Ms. Newman asked to be added to the email distribution list. Affordable Dwelling Units developer issues Ms. Roth explained that two teachers have been priced out of the Teacher Workforce Units at The Read Building. The land covenants require that residents of those units have household incomes under 100% of the Area Median Income. STAFF REPORT  The Railroad Cottages development was approved by City Council.  City Hall renovations are on track to begin in December 2017.
