MINUTES Human Services Advisory Council City of Falls Church PURPOSE OF MEETING: To advise the City Council on human services delivery to Falls Church residents. DATE OF MEETING: April 18, 2024 PLACE OF MEETING: In Person (Dogwood Room) w/ Virtual Option MEETING CALLED TO ORDER BY Debra Roth at 6:30 p.m. THOSE PRESENT: HSAC Members: Student Representatives: Brian Bowden Debra Roth Planning Commission Liaison – Jeff Person Emily Bazemore Marsha Hertzberg CSB Representative: Staff: Dana Jones Commission on Aging Representatives: Ripal Patel City Council Representative: Caroline Lian APPROVAL TO ADOPT THE AGENDA: The agenda for this meeting was adopted. Moved by Jeff Person and second by Brian Bowden APPROVAL OF MINUTES: The minutes from the April, 2024 meeting were approved. Moved by Jeff Person and second by Brian Bowden NEW BUSINESS: • Demographics Chapter Update Presentation – Emily Bazemore (Senior Planner) provided an update presentation on demographics chapter. She requested HSAC members to provide their feedback. o Brian Bowden - The data on families with school age children are available, but do you have ways of breaking it down by families that have children who are not yet school age? Emily Bazemore said she will get back to this question with her answer. o Jeff Person said he would like to see a breakdown of people with disabilities. o Marsha Hertzberg asked who are the entities within the city that uses this data to make decisions? Emily Bazemore said Planning Department, Boards and Commission, City Council, Planning Commission, Housing and Human Services, and Public Works. o Jeff Person – Is this process going to be every five year? Emily Bazemore said yes and also added this is what they would like to continue every five year. • Review of General Procedures for Citizen Bodies Appointed by Council and Election of Officers – o Dana Jones reviewed general procedures with the members. o Debra Z Roth announced she has decided not to run as a chair, but she will continue as a member of the HSAC. Deb nominated Brian Bowden as the next chair for the HSAC. o Debra Z Roth held election for the HSAC Chair. o Jeff Person motioned Brian Bowden for the chair of the HSAC, Debra Z Roth seconded and all members agreed and voted him to be the next chair for the HSAC. o Brian Bowden accepted his new position as the chair and took over the meeting. Brian shared why he joined the HSAC. He said there are three things he would like to accomplish as a chair, being inclusive, being strategic, and being deliberate. o Brian Bowden asked for the HSAC Vice Chair nomination. He nominated Jeff Person to be the vicechair, Deb Roth seconded Jeff's nomination, all members agreed, and voted him to be the vicechair. o Jeff Person – Shared his interest and why he joined the HSAC. o Brian Bowden – Information on the requirements for attendance for the HSAC members. o Brian Bowden – Asked if he has a motion to adopt the HSAC meeting rules and procedures. Debra Roth wants to wait until they receive clarification on rules and procedures from the City Clerk’s office. o Jeff Person made a motion to keep the HSAC meeting third Thursday of each month minus August and proposed to keep December as tentative. Deb Roth seconded this motion and all members voted yes to agree with it. o Council Member Caroline Lian – Requested Dana Jones to provide an overview of the HHS to the HSAC members during next month meeting. o Jeff Person made a motion to keep the HSAC meetings an hour and a half starting at 6:30 to 8:00 PM with the plan to reduced it further down to an hour starting from 6:30 to 7:30 PM. Debra Roth seconded and all members voted yes to this motion. • Liaison Updates – Dana Jones mentioned we are still looking for a liaison for the Area Agency on Aging. Jeff Person provided an update on the Affordable Living working group. Jeff asked if members have any comments or feedback then they can send those to him. Liaisons to Relevant Commissions Discussion – Brian Bowden asked members to think about what HSAC can do working with other commissions. OTHER – Dana Jones talked about April being the Child Abuse prevention month and offer members if they want to take pinwheels home. She also advises members that the HHS will host a pinwheel planting. She also announced Rachel Kindell (Aurora House group home manager) was announced as the Employee of the Year. Her reception was scheduled for April 29 at 5:30 at the Cherry Hill Farm. Jeff Person made a motion to adjourn the meeting, Brian Second that and all members voted yes to adjourn the meeting at 8:20 PM The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act.
