July 10, 2018
1. Call to Order
Charley called the meeting to order at 7:03 p.m. Members present were Leslie Rye, Kim
Hicks, Bill Brew, Planning Commission Representative Lindy Hockenberry, City Council
Liaison Letty Hardi. Student Representative Sonya Lu was also present. Staff members present
were Danny Schlitt, Director Recreation & Parks and Amy Howell, Senior Administrative
Assistant Recreation & Parks.
2. Receipt of Public Petitions and Board Member Petitions
3. Minutes for Approval: June 6, 2018
- Bill Brew motioned to approve the minutes, Kim Hicks seconded the motion.
Charley O’Hara abstained. The motion passed.
4. Recreation Director’s Report
- Danny will have a discussion with Sonya during the summer regarding the No
Smoking Project.
- The Open Space Committee has found an opportunity for the City of purchase the
space across from the Library and turn the space in to additional City parking.

a.) Big Chimneys Park project update (Kim Callahan)
- Revised scope to fit with available funds.
- There was a meeting 2 weeks ago regarding play equipment. The meeting was
sidetracked with concerns about lighting, pathways, reduced scale of entry
plaza/pavilion, removal of Winter Hill access, etc.
- Discussion about the need to use asphalt for trails and concerns about aesthetics of
asphalt versus concrete. Possibility of stone dust. Need something permeable.
- Schedule site plan resubmission for the end of August with Planning Commission
approval for October.
- Lighting and walkways a major concern. Kim Callahan would like to ask Centennial
for a price proposal for walkway alternatives.
- Bill Brew made a Motion to approach City Council about evaluating the possibility of
directing some storm water management funds toward the storm water portion of the
Big Chimneys project with the hope of freeing up some funds for other parts of the
project. Leslie Rye seconded the Motion and the Motion passed.
b.) Founders Row (Mason Row) Amendment to Special Exception
- Charley O’Hara recused himself from the discussion during this presentation.
- The project will have restaurants, shops, outdoor space, spray ground water feature,
age restricted living space.
- 4 year process to complete project.
- Affordable living space for life of the project not just 20 years.
- Concerns expressed by Board about dog rest areas with 72 units.
- Clarification needed of how Recreaton & Parks can use the space.
- Kim Hicks made a Motion to draft a memo to City Council regarding clarification of
Recreation and Parks involvement and use of Market Square at Founders Row for
programming and other purposes. Also to express concerns about the increase in the
number of dogs using the space with regard to cleanliness, waste management, and
location of the dog run in relation to the living space. Bill Brew seconded the Motion
and the Motion passed with Charley O’Hara abstaining.
c.) Monthly School Update (Leslie, Justin)
- August 5 there will be 7 different committees meeting with the architect regarding the
ball fields, gym, etc.
- Questions about July 4th fireworks for next year.
- Recreation & Parks needs to get actively involved early in the process in order to
know how they will be able to utilize the new space.
d.) Ribbon Cutting Ceremony for Cherry Hill Playground
- The pathway should be installed in the next 10 days.
- Possibility of having ceremony in conjunction with the Fall Festival on August 15.
7. Adjournment
- Lindy Hockenberry motioned to adjourn the meeting. Bill Brew seconded the motion.
