Regular Meeting of the Advisory Board of Recreation and Parks Held at the Falls Church Community Center, Kenneth R. Burnett Building 223 Little Falls Street, Falls Church, Virginia 22046 Minutes DRAFT October 3, 2018 1. Call to Order Charley O’Hara called the meeting to order at 7:00 p.m. Members present were Kathy Chandler, Leslie Rye, Kim Hicks, Bill Brew, City Council Liaison Letty Hardi, and School Board Representative Justin Castillo. Student Representatives Sonya Lu and James Gogal were also present. Staff members present were Danny Schlitt, Director Recreation & Parks and Amy Howell, Senior Administrative Assistant Recreation & Parks. 2. Receipt of Public Petitions and Board Member Petitions - None 3. Minutes for Approval: September 5, 2018 - Bill Brew motioned to approve the minutes, Leslie Rye seconded the motion. Kathy Chandler and Justin Castillo abstained. The motion passed. 4. Recreation Director’s Report - The decision was made to have the Fall Festival after the possibility of bad weather. Many other local events were cancelled and the Fall Festival was very successful and drew a large crowd. - Fall hobby classes have started with some new offerings. - Fall soccer is underway. - Farm Day is this weekend. - Chris Madison will be leaving for a new position in the private sector after more than 10 years with Recreation and Parks. 5. New Business - Madison Park will have work done to replace a leaky Washington Gas valve. The leak has gotten progressively worse and the work needs to be done sooner than expected. It will take about 10 weeks. - 4th of July 2019 fireworks will happen at George Mason. 6. Old Business a.) Big Chimneys Park - The project is over budget and has been value engineered to bring it closer to cost. - Danny will get on the October 15 City Council Meeting Agenda to approach Council for storm water money. - Danny and Kim Callahan have discussed a 2-phase approach in order to get more of the project components completed regarding the storm water pieces and playground equipment. - There may be other projects that have funds left over that could be used. - Council should be shown the initial expectations of the project and then the value engineering that has been done to bring the cost down. - Worst case scenario would be that Council could pull all the money from the project. - It was decided not to present the 2-phase approach to Council. b.) Howard E. Herman Stream Valley Park Entrance Design and Signage - An Eagle Scout did a community service project in the park and installed some benches. - Erosion areas need improvement after there were issues from a prior storm. - Work is being done on final signage. c.) No Smoking Project (student representatives) - Will coordinate with the Office of Communications to do some PR for the project. d.) Monthly School Project Update - Danny met with the Superintendent of Schools and the meeting went well. The Superintendent was very receptive to Recreation and Parks ideas and needs. - There will continue to be discussions regarding parking issues. - Community Uses Subcommittees will continue to meet regarding safety, flow of events and people, etc. - Possibility of a spot for Recreation and Parks administration. e.) Larry Graves - 60% of drawings are done. - There will be a large rectangular field designed to hold multiple teams at one time. - Fields will be best for the younger age groups. - There will be a meeting with Fairfax County to discuss a rental agreement. 7. Adjournment - Kim Hicks motioned to adjourn the meeting. Bill Brew seconded the motion. Under unanimous vote, meeting adjourned at 8:49PM.
