Regular Meeting of the Advisory Board of Recreation and Parks Held at the Falls Church Community Center, Kenneth R. Burnett Building 223 Little Falls Street, Falls Church, Virginia 22046 Minutes DRAFT April 3, 2019 1. Call to Order Charley O’Hara called the meeting to order at 7:00 p.m. Members present were Leslie Rye, Kathy Chandler, Bill Brew, Kim Hicks, City Council Liaison Letty Hardi, and School Board Representative Justin Castillo. Student Representative Sonya Lu was also present. Staff members present were Danny Schlitt, Director Recreation & Parks and Amy Howell, Senior Administrative Assistant Recreation & Parks. 2. Receipt of Public Petitions and Board Member Petitions None 3. Minutes for Approval: February 6, 2019 Bill Brew motioned to approve the minutes, Leslie Rye seconded the motion. The motion passed. March 6, 2019 Bill Brew motioned to approve the minutes, Kathy Chandler seconded the motion. Leslie Rye and Kim Hicks abstained. The motion passed. 4. Recreation Director’s Report - Soccer is underway with 61 teams. - July 4 program will take place this year. The schools have been very supportive of the event. - Starting to gear up for Memorial Day. - Still promoting the float competition for the Memorial Day Parade. - Discussions about Great Streets Program and issues with the narrowing of streets that may have an impact on the Memorial Day Parade. - Will start the planning process for the Fellows property at the end of the year. 5. New Business a.) West Falls Church Economic Development Site referral. - Memo put together including concerns of the Recreation & Parks Advisory Board. - Discussed additional concerns about competition for the current Farmer’s Market at City Hall and how to prevent overuse of recreation areas and park equipment. - Justin Castillo recommended language to add to the memo with regard to the developer coordinating with Recreation & Parks to manage use of the fields, tennis courts, and GMHS facilities. - Leslie Rye motioned to approve and release the memo to Charley O’Hara. Bill Brew seconded the motion. The motion passed. 6. Old Business a.) Big Chimneys Park - The project has approval once the price has been agreed on. The City will be the general contractor and the project should be done by September. b.) Howard E. Herman Stream Valley Park Entrance Design and Signage - The project is moving along. The park has nice amenities with benches and a plan for a dog waste station. c.) Larry Graves Turf - Need to finalize how the fields will be lined. - Construction will begin the middle of June with completion expected around September 10, 2019. d.) Downtown Plaza/Naming - Need to talk about use. - Naming of the Plaza needs to go through the Historical Commission and Planning Commission. e.) No Smoking Project (student representatives - No update. f.) Monthly School Project Update (Leslie, Justin) - There is a need for transparency for community use. A link on the website with usage/rental information for all facilities would be helpful. - Hoping to sign a deal with developers on May 13. - 187 dedicated parking spaces at schools with about 400 surfaces spaces. 7. Adjournment Bill Brew motioned to adjourn the meeting. Leslie Rye seconded the motion. Under unanimous vote, meeting adjourned at 8:30PM.
