7:00 P.M.
1. Call To Order
Leslie Rye called the meeting to order at 7:00 p.m. Members present were Bill Brew, Kathy
Chandler, Leslie Rye, City Council Liaison Letty Hardy, Planning Commission Representative,
Melissa Teates, School Board Representative Justin Castillo, Student Representative Emma
Roncoroni, Daniel Schlitt, Director of Recreation and Parks, and Janelle Kirby.
2. Receipt of Public Petitions and Board Member Petitions
Al Krachman of E. Columbia Street – Petition the board consider looking into an area for a
temporary or permanent dog park. Mr. Krachman is starting a petition and provided
recommendations for locations. The board expressed environmental concerns and encouraged Mr.
Krachman to do additional research and come back to the board.
3. Minutes for Approval: November 6, 2019
Bill Brew moved to adopt as submitted
Melissa Teates seconded the motion
All approved - Justin Castillo abstained
4. Recreation Directors Report
Big weekend – Holiday craft show (with arts and craft programs, magic show, musical
entertainment and lunch with Santa), Children’s Holiday Shop, ribbon cutting for HEHSVP
and Big Chimneys Grand Opening
Big Chimneys, storm water preconstruction meeting was held recently.
Winter basketball has started with 878 registrations (89 teams), 209 in clinics.
Last weekend over 400 people attended the Victorian Christmas
Winter Spring Brochure is online and will be out soon
At Big Chimneys, tree work to begin Dec 20 and the bulk of work beginning in January. This
is an 8-month project.
5. New Business
A) CIP FY21- Danny Schlitt presented all CIP submission spreadsheets to include:
Synthetic Field Replacement, Master Park Plan Implementation, Acquisition of Open Space,
Lighting the new synthetic practice field at GMHS (co-project for the schools)
B) Operating budget instructions are coming. Water Fountain at Cherry Hill Park, Software
update, maintenance truck, resurfacing tennis and basketball courts.
C) January meeting will be moved to January 8, 2020
6. Old Business
A) Park projects
1. Fellows – master park planning process will begin with community meetings
2. HEHSVP – As you enter park from Trips Run trail and kiosk, the department will place
some dog stations
3. Consistent branding signage at parks – the department will try to retrofit a consistent sign
or logo to be added to each park – EDA is working on wayfinding and gateway presence.
4. Big Chimneys – storm water funding has been added to the project and which has
allowed us to add some items back in that had been value engineered out.
B) School project update- Project is moving forward and the City is still looking into moving
utilities to West End Park.
C) West End Economic Development Project – A meeting is needed between Recreation and
Parks and the development team.
D) MOU with schools is still in process.
E) Kathy Chandler has requested compiling a current list of board member contact information.
We will wait until January when new appointments are made.
7. Adjournment – Melissa Teates motioned to adjourn, Kathy Chandler seconded the motion. All
approve.
