A. STUDY SESSION
Mayor Glancy called the Study Session Meeting to order at 4:00 p.m.

A.1 Discuss regular City Council meeting agenda items.
No items were discussed.
A.2 Presentation of proposed amendments to the Sign Ordinance.
Andy Gillies, Planning Director, presented proposed amendments to the sign
ordinance. The general consensus of the City Council was to move forward with the
proposed amendments. An ordinance will be brought back to City Council in
November for final approval.
A.3 Receive an update on the storm water utilities study.
Randy Walhood, Public Works Director, presented an update on the status of the
storm water utility study and provided a general schedule of activities.
Mayor Glancy read the agenda for Executive Session.
The Study Session Meeting ended at 4:45 p.m.

The City Council may convene into closed Executive Session for any of the Executive
Session items listed below at anytime during the City Council Study Session or the
City Council Regular Meeting.
J. EXECUTIVE SESSION
The City Council convened into Executive Session at 4:47 p.m.
J.1 Discuss land acquisitions - Texas Government Code Section
551.072:
Discuss sale of real property described as Lot 7, Block A, Letha
Lea Heights, an Addition to the City of Farmers Branch, Texas
(also known as 2631 Leta Mae)
The City Council concluded Executive Session at 4:50 p.m. and took a recess.
K. THE CITY COUNCIL RECONVENES INTO OPEN SESSION
Consider necessary action on items discussed in the Executive Session.
The City Council reconvened into Open Session at 6:30 p.m.
The following motion was made relating to Agenda Item J.1:
Motion by Council Member Froehlich, seconded by Mayor Pro Tem Fuller, to amend
the motion approved on August 6, 2013, with respect to Agenda Item J.1 and
authorize the City Manager to negotiate and execute an agreement to sell to the
Farmers Branch Local Government Corporation the surface estate of Lot 7, Block A,
Letha Lea Heights, an Addition to the City of Farmers Branch, Texas (also known as
2631 Leta Mae) for resale to Robert Stover and wife, Teresa Stover for a sales price
of $75,000 subject to a restriction agreement with the City requiring the construction
of a single family residential structure on the property not less than 3,000 square feet
of air conditioned space and an assessed value upon completion of construction of
not less than $350,000 inclusive of land, and to sign such other documents as he, in
consultation with the City Attorney, deems reasonable and necessary with respect to
closing these transactions. The motion passed unanimously.
B. INVOCATION & PLEDGE OF ALLEGIANCE
Council Member Robinson gave the Invocation and Council Member Froehlich led
the Pledge of Allegiance.
C. CEREMONIAL ITEMS
C.1 Presentation of the Fire Department’s Award for Exemplary Action
to Mr. William Harris.
Mayor Glancy and Fire Chief Steve Parker presented the Award for Exemplary Action
to Mr. William Harris.
C.2 Proclaim the month of October 2013 as “Fire Prevention Month”
in Farmers Branch, Texas.
Mayor Glancy and Fire Chief Steve Parker presented a proclamation to promote
October as "Fire Prevention Month" in Farmers Branch.

C.3 Presentation of the Manske Library Summer Reading Club
Traveling Trophy to Janie Stark Elementary School.
Mayor Glancy presented the traveling trophy to Janie Stark Elementary School
Principal Jody Williams. Janie Stark had the highest participation of students from
their school, with over 150 participants over the summer.
D. REPORT ON STUDY SESSION ITEMS
Deputy Mayor Pro Tem Connally reported on the following items :
Proposed updates to the City's sign ordinance were presented. An ordinance will be
brought back to City Council in November for final approval.
City Administration presented an update on the status of the storm water utility study
and provided a general schedule of activities.
E. ITEMS OF COMMUNITY INTEREST
Mayor Glancy thanked everyone for the great turnout for National Night Out, which
was held on October 1, 2013.
Topics presented for the City Manager's Report included:
Movie in the Park rescheduled - due to inclement weather, the showing of
Disney-Pixar's "Up" has been rescheduled for Saturday, October 5 beginning at dusk
at the Barney Wood Athletic Complex
Bloomin' Bluegrass Free Music Festival & Chili Cook Off - to be held October 18 and
October 19 at the Historical Park featuring world class bluegrass entertainment, chili
tasting at the chili cook-off on Saturday, arts and crafts, and a free KidZone
Craft Fair - to be held on Saturday, October 19 at the Senior Center from 9:00 a.m. to
4:00 p.m.
Celebration of Roses - a gathering of amateur & professional rosarians for tours,
educational sessions and the Dallas Rose Society's Fall Show, will be based at City
Hall with free admission on Saturday, October 19
Halloween in the Park - to be held on Saturday, October 26 from 5:00 until 10:00 p.m.
at the Historical Park; admission is free with canned food donations; Haunted Hedge
opens at 7:30 p.m.

G. CONSENT AGENDA
Approval of the Consent Agenda
A motion was made by Deputy Mayor Pro Tem Connally, seconded by Mayor
Pro Tem Fuller, to approve Consent Agenda Items G.1 through G.3. The motion
carried by the following vote:

G.1 Consider approval of minutes of the City Council meeting held on
September 17, 2013 and take appropriate action.
The Minutes were approved.
G.2 Consider adopting Ordinance No. 3245 approving a negotiated
resolution between the Atmos Cities Steering Committee and
Atmos Energy Corp., Mid-Tex Division, that adopts new natural
gas rates for the City of Farmers Branch and take appropriate
action.
This Ordinance was adopted.
G.3 Consider approving Resolution No. 2013-059 authorizing the City
Manager to execute a contract with TRI CON Works, L.P. for the
construction of the Phase D landfill gas collection system
improvements at Camelot Landfill and take appropriate action.
This Resolution was approved.
H. PUBLIC HEARINGS
H.1 Conduct a public hearing and consider adopting Ordinance No.
3244 amending, continuing, and readopting the curfew hours for
minors and take appropriate action.
Deputy Chief David Hale provided an overview of the ordinance. Mayor Glancy
opened the public hearing. No one wished to speak; Mayor Glancy closed the public
hearing.
A motion was made by Council Member Robinson, seconded by Council
Member Froehlich, that this Ordinance be adopted. The motion carried by the
following vote:

I. REGULAR AGENDA ITEMS
I.1 Consider the request to approve the final plat of Eichten-Land
Plaza Addition, Lots 1, 2 and 3, Block A and take appropriate
action.
Andy Gillies, Planning Director, presented information relating to the subdivision of a
single property into three individual properties located at the southeast corner of
Havenhurst Avenue and Elder Street, with frontage on Bee Street.
Motion by Council Member Robinson, seconded by Council Member Reyes,
that this Plat be approved. The motion carried with the folowing vote:

Study Session Meeting to be held at 4:00 PM in Study Session Room
Hard copies of the full City Council agenda packet are accessible prior to every regularly
scheduled Tuesday Council meeting according to the following locations and schedule :
1) Manske Library on the Saturday prior to the meeting
2) Justice Center on the Friday evening prior to the meeting
3) City Hall on the day of the meeting
Additionally, the agenda packet is available for download from the City’s web site at
www.farmersbranch.info after 10 a.m. on the day of every regularly scheduled City Council
meeting. This download may be accessed from any computer with Internet access, including
computers at the Manske Library and in the lobby of City Hall.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
Any individual who wishes to speak on an agenda item should fill out a Registration Form for
Appearance before City Council (white card located in the back of the Council Chambers) and
submit the completed card to the City Secretary or City staff member prior to the start of the
City Council meeting. Those individuals will be recognized during the meeting at the time the
agenda item is presented.
Any individual who wishes to place an item on a future City Council agenda should fill out a
Request for Future City Council Agenda Item (blue card also located in the back of the
Council Chambers). Completed cards should be submitted to the City Secretary.

E. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code the City Council may report on
the following items: 1) expression of thanks, congratulations or condolences, 2) information
about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming city
events, 5) information about community events and 6) announcements involving an
imminent threat to public health and safety.
F. CITIZEN COMMENTS
The City Council invites citizens to speak to the City Council on any subject not listed on the
City Council agenda. Any person who desires to address the City Council on such item shall
complete and submit a Citizen Comments Registration Card to the City Secretary or City staff
member prior to the start of the City Council meeting. Those individuals will be recognized by
the Mayor during the meeting at the time Citizen Comments Section is reached. When your
name is called please approach the speaker's podium in the center of the Council Chambers,
state your name and address for the record, and discuss the specific subject or topic of
interest. Please direct your comments to the Mayor. Each speaker will be limited to three (3)
minutes. Speaker time may not be shared with, or reserved for, other speakers.
The City Council may not take specific action on any subject raised by a speaker during
Citizen Comments. The City Council may: have the item placed on a future agenda for
action; refer the item to the City Manager and/or staff for further study or action; briefly state
existing City policy; or provide a brief statement of factual information in response to the
inquiry.

Farmers Branch City Hall is wheelchair accessible. Access to the building and special
parking are available at the main entrance facing William Dodson Parkway. Persons with
