ADDED/DELETED TIP PROJECTS  Newly added TIP projects include a Bridge Preservation Project (F100114) north of Aztec and a flashing beacon (F100221) at the intersection of NM 371 and N36  A public hearing on Amendment #7 will be held on August 26, 2014 during the Technical Committee meeting. ANTICIPATED WORK  Seek approval of the amendment at the September 18, 2014 Policy Committee meeting.  Include the project revisions in the STIP. AMENDMENT #6 TO THE FFY2014-2019 TRANSPORTATION IMPROVEMENT PROGRAM Subject: FFY2014-2019 TIP Amendment #6 Prepared by: Duane Wakan, MPO Associate Planner Date: July 17, 2014 BACKGROUND  On July 20, 2014 the Farmington MPO advertised Amendment #6 to the FFY2014-2019 Transportation Improvement Program (TIP).  The amendment adds four project(s) to the TIP as described below and removes one project as shown in the attached notice. 6  TC Draft Meeting Minutes July 24, 2014 CURRENT WORK  Items added or amended include US 64 from MP 54 to 56 and from MP 58 to 60; East Pinon Hills Boulevard; and the East Arterial project. The project removed is Legion Road, as described below.  The previous TIP amendment added Legion Rd to the TIP to be the logical terminus for the East Arterial Phase 1B.  NMDOT has now programmed $3.5 million toward construction of the East Arterial Phase 1B.  Upon completion of this phase, the middle section will be the remaining phase of this project.  A public hearing on Amendment #6 will be held on July 24, 2014 during the Technical Committee meeting. ACTION ITEM  It is recommended that the Technical Committee review the project(s) in Amendment #6, hold a public hearing, and make a recommendation on Amendment #6 to the FFY2014-2019 TIP. East Pinon Hills Boulevard The City of Farmington is requesting to add $300,000 in local funding in FY2015 and $400,000 in STP Small Urban funds in FY2016 to this project. US 64 Phase VI NMDOT is adding $1,000,000 in final design and ROW to FY2015 for this project. East Arterial Project (Phase II) NMODT has assigned a new control number of F100191 to this project. Additionally, the City of Aztec was able to secure State Severance Tax funding in the amount of $3,800,000 for FY2016 and will be receiving $3,500,000 in STP Small Urban funding for FY2017. This project will be added to the TIP for a total project cost of $7,300,000. With this funding, the entire project corridor can be constructed and Legion Road does not now have to be built. Legion Road As noted above, with funding secured for the East Arterial Project, Legion Road is being removed from the FFY2014-2019 TIP. Mr. Wakan noted that the City of Aztec will save $510,000 in not having to construct this roadway. Mr. Wakan added that Mr. David Quintana said that there was an additional $19,800 that will need to be added to the $3,800,000 in state severance tax funding that was originally noted in the Amendment. This change will be done with as part of the next TIP amendment. Mr. Wakan noted that, if required, another TIP amendment could fit into NMDOT’s schedule prior to their STIP Amendment approval. Mr. Wakan said that Mr. Quintana also now wants to include some additional projects that would require an Amendment #7. Ms. Holton noted that if there were no objections or questions to Amendment #6 9  TC Draft Meeting Minutes July 24, 2014 as presented, the additional $19,800 in state severance tax funding for the City of Aztec’s East Arterial project would be referenced in a later administrative modification or amendment. Ms. Lopez opened the public hearing on Amendment #6 to the FFY2014-2019 TIP. There were no public comments received. Ms. Lopez closed the public hearing. ACTION: Mr. Keck moved to recommend approval of Amendment #6 to the FFY2014- 2019 TIP. Mr. Watson seconded the motion. The motion was passed unanimously. Mr. Wakan noted that final approval would be sought by the Policy Committee at their meeting on August 21. Mr. Sypher asked what NMDOT’s timeline for these projects would be following final approval by the Policy Committee on August 21. Mr. Wakan said that the State Transportation Commission meets on September 18, 2014 to finalize the STIP. For any FY2015 project, the effective date would be October 1, 2014. 4. RECEIVE A REPORT FROM NMDOT Neither Mr. Brian Degani nor Mr. David Quintana was able to participate in the meeting. Their written reports were presented by Mr. Wakan. District 5 Engineering Report F100111 – US 64 from mile marker 60 to 62; paving is expected to be completed this week. The overall project is expected to be substantially complete by the end of August which is two months ahead of schedule. The US 64 project at the intersection of US 550 is complete except for a few minor punch list items which are still pending. Mr. Hathaway noted that Ms. Brevik with the City of Bloomfield had said that part of the punch list included an issue with the manhole covers. 5100110 – NM 516/NM 574 (Light Plant Road); project will be substantially complete by the first of August. Mr. Keck asked Mr. Watson if this road section was to be milled and overlaid. Mr. Watson said he had attempted to speak with the project manager on this project, but they have not been able to meet. Mr. Watson stated that he thought the concrete irrigation boxes on the south side of NM 516 at the intersection were to be moved, but this has not been done yet either. Mr. Keck commented that the joints on the patches were done poorly. Mr. Keck said he had envisioned something different than what is being constructed and did not see where any geometrics had been changed. Mr. Wakan said he would follow up with Mr. Quintana on the mill and overlay question and what they plan to do with the irrigation boxes. 10  TC Draft Meeting Minutes July 24, 2014 F100110 – US 64 from mile marker 58 to 60; NMDOT is currently acquiring rights-of-way and the project should be advertised in the spring of FY2015 with construction to begin in the fall of FY2015; F100170 – NM 173 safety project; project development is underway with construction anticipated in FFY2016-2017; this project is from US 550 north to about one mile south of Tiger Park toward Navajo Dam. Mr. Keck clarified that this project is to address some sight distance issues on this section of the roadway, but that there would be a gap between the improvements completed by the City of Aztec and those to be done by NMDOT. F100091 – East Arterial (Phase II) – This is the project in the current TIP Amendment #6. This project will be programmed for construction in FFY2016-2017. F100112- US 64 from mile marker 56 to 58; NMDOT will issue an RFP for project design in September. The project is programmed for construction in FFY2017-2018. F100113 – US 64 from mile marker 54 to 56; this project will also be on the RP for design in September. It will be designed along with F100112 but will be packaged as a separately two-mile project. This project is planned for construction in FFY2019-2020 and this will complete the US 64 corridor project. Another T/LPA “cradle to grave” training is scheduled to be held in Farmington in October and Ms. Westerling is working on the date and venue details. Mr. Wakan reported that the first training he attended in Albuquerque was very well attended and recommended that all Technical Committee members attend the two-day session. He planned to also attend the meeting in Farmington in October. Ms. Holton commented that the training highlights managing projects in collaboration with NMDOT and understanding the different deadlines and milestones. NMDOT Planning Report TAP Projects; some of the FFY2014 TAP projects were recently moved to FFY2015 per the Regional Design Center. This was a one-time solution that was negotiated due to the short FFY2014 timeline. Mr. Degani provided a spreadsheet that detailed the phasing information on the three FMPO TAP projects. Mr. Wakan said that this remedy allowed the Bloomfield river trail project to be salvaged as well as the 20th Street sidewalk and Southside river trail projects. He added that the City of Farmington now wants to boost local funding for the 20th Street sidewalk project. This will not involve moving any money from one fiscal year to another so this change can be done with a simple modification. Mr. Wakan will review this change request with Mr. Degani. The next round of review and decision-making concerning proposed Highway Safety Improvement Program (HSIP) safety projects or program applications by the Project Selection Committee will take place on Friday, August 1, 2014. Mr. Wakan reminded the members that applications can be submitted at any time, but would need to be submitted at least two weeks prior to the quarterly review process in order to be considered for funding by the Committee at that meeting. 11  TC Draft Meeting Minutes July 24, 2014 The U.S. DOT Announced a Comprehensive Proposed Rulemaking for the Safe Transportation of Crude Oil, Flammable Materials in the form of a Notice of Proposed Rulemaking (NPRM) and a companion Advanced Notice of Proposed Rulemaking (ANPRM). The NPRM proposes enhanced tank car standards, a classification and testing program for mined gases and liquids and new operational requirements for high-hazard flammable trains that include braking controls and speed restrictions. Both the NPRM and ANPRM are available for review here and will be open for 60 days of public comment. Given the urgency of the safety issues addressed in these proposals, PHMSA does not intend to extend the comment period. The Programs Infrastructure Finance Division amended the FFY14 T/LPA deadlines set forth a few weeks back. Extensions were made to accommodate local governments in the T/LPA for approved design and construction cooperative agreements to be submitted by 8/1/2014. FHWA and FTA jointly issued the NPRM to propose revisions to regulations governing development of metropolitan transportation plans and programs for urbanized areas, State transportation plans and programs, and the congestion management process. The changes reflect the passage of MAP–21 and the requirement to take a performance-based approach to planning and programming. Mr. Wakan said he would forward these two informational e-mails from Mr. Quintana and Mr. Degani to the Technical Committee members. 5. INFORMATION ITEMS Subject: Information Items Prepared by: Duane Wakan, MPO Associate Planner Date: July 16, 2014 INFORMATION ITEMS a. 2040 Metropolitan Transportation Plan (MTP) Update. – The draft survey and online comment mapping tool are in development. Planning for the public meetings and outreach has begun. b. Complete Streets Advisory Group Update. The Complete Streets Advisory Group met on July 16 and progress was made on the design guidelines. c. Red Apple Transit. Ridership counts and surveys by the interns are ongoing. d. Statewide Long-Range Plan (SLRP) Working Group. Staff attended a SLRP working group meeting in Albuquerque on July 17, 2014. 12  TC Draft Meeting Minutes July 24, 2014 e. August Technical Committee Meeting. The August Technical Committee meeting will be joint meeting with NMDOT on Tuesday, August 26 at 10:00 at the City of Aztec. Please provide agenda items to the MPO by Thursday, August 14, 2014. f. Other. DISCUSSION: Mr. Wakan reported that the consultant for the 2040 MTP Update has developed the online comment mapping tool. He said that the process for accessing the survey was very easy: the user clicks on the map showing where they live, questions then pop up about the demographics of their household, and they are then taken to the MTP survey questions. The consultant plans to showcase some before and after images of what projects might look like and determine the region’s willingness to fund potential projects. Mr. Wakan reported that the MPO has provided the consultant with layers of GIS data to allow them to format the map to fit the local needs. He said Staff was pleased that the survey was very innovative. Ms. Holton added that there was significant outreach planned for the MTP update which is the preliminary work in terms of getting the survey tool on-line. She said that eight locations for public meetings have been identified to date along with a presence at the County Fair and a scheduled radio interview. Ms. Holton explained that Technical Committee members might be asked to help staff the fair booth. Due to issues with Wi-Fi access at the fairgrounds, paper MTP surveys may be used to gather data. The Complete Streets Advisory Group met on July 16 and decided to reconvene late in August to allow time for the illustrations of all the preliminary design guidelines to be readied for their review at that meeting. Some members of the Advisory Group believed that this element of the design guidelines was being rushed and they wanted to understand why. Ms. Holton commented that some members feel rush while others are anxious for things to move forward. She stated that the MRA has funding for a traffic study on Main Street and the impact to implementing Complete Streets project. The funding for this study has been allocated by the City Council but they are seeking criteria on which to base the study on. Ms. Holton said the MRA has been waiting for at least a draft version of the FMPO guidelines in order to begin the project. The preliminary draft design guidelines for the downtown/urban area should be available by September so movement on this MRA project can begin. The remaining design guidelines can then be developed over time. Mr. Wakan added that the next meeting for the Complete Streets Advisory Group was scheduled for August 28. The preliminary design guidelines for the downtown/urban area would be ready for the Advisory Group’s review and approval. These guidelines can then be given to the City of Farmington’s MRA Commission to allow them to move forward with their project. The two MPO interns are out in the field counting Red Apple Transit passengers, riding the various routes, and distributing surveys. Mr. Wakan noted that the input of the date collected is ongoing. 13  TC Draft Meeting Minutes July 24, 2014 Mr. Wakan attended another working group meeting of the Statewide Long-Range Planning (SLRP) in Albuquerque last week. All the MPOs were in attendance and provided input on how NMDOT can shed the image of a highway department to a multi- modal transportation entity. Discussion focused on the planning, design, and construction of facilities, and should we continue to build more of what there already is or do we need to focus on other options. Also discussed were finding ways to fund transportation projects. The next Technical Committee meeting will be moved from August 28 to Tuesday, August 26 and will be a joint meeting with NMDOT in Aztec. With the requirement to meet performance measures and the need to collect and show current and new data after changes are made to the road network, Mr. Wakan said other MPOs are using some new and innovative products. He asked if a vendor could make a presentation at a Technical Committee meeting to present their data products that help MPOs track before and after measurements. Mr. Wakan has spoken with the vendor, watched their presentation and sees value in the product, but would like the Technical Committee members to weigh in also. Ms. Holton said this would be permissible as long as there was a stipulation that the presentation alone did not imply a purchase. Mr. Wakan said the presentation would be in a “go-to” meeting format. He believed it was important for the Technical Committee to see what products were available and determine what would be of value to the MPO and to the entities. Mr. Sypher said the City of Farmington had just purchased a software program called Blue Toad that would be available to MPO Staff. It was asked if any other members were using different software and the importance of striving to be compatible with other products being used. The Technical Committee agreed that the educational opportunity would be good and would provide some perspective of the products available. Mr. Wakan said he would schedule this “go-to” presentation for after the August 26 joint meeting and would also look at Blue Toad. 6. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF Mr. Keck asked if the MPO would request some information from NMDOT on the termini for the NM 173 safety project on behalf of the City of Aztec and San Juan County. Mr. Watson asked for the status of the planned traffic signal for the intersection of NM 173 and US 550. He said this project had been funded years ago, but was never built. Now there is a development planned for that intersection that Mr. Watson said it is unsafe without the traffic signal. Mr. Wakan suggested a presentation on case studies of book ends like those being considered for the East Arterial Route design. He thought it might be beneficial to see what others are doing when constructing relief routes. Mr. Hathaway said that he had attended a meeting in Gallup yesterday and been presented with information about the SLRP. Ms. Holton said that the long-range plan 14  TC Draft Meeting Minutes July 24, 2014 for the MPO needed to collaborate with the SLRP and vice versa to ensure transparency and communication with all parties.
