Welcome to a meeting of the Fontana City Council.
Welcome to a meeting of the Fontana City Council. A complete agenda packet is located in
the binder on the table in the lobby of the Grover W. Taylor Council Chambers 8353 Sierra
Avenue Fontana, CA 92335. To address the Council, please fill out a card located at the
entrance to the right indicating your desire to speak on either a specific agenda item or under
Public Communications and give it to the City Clerk. Your name will be called when it is your
turn to speak. In compliance with Americans with Disabilities Act of 1990 (42 USC § 12132),
the Grover W. Taylor Council Chambers 8353 Sierra Avenue Fontana, CA 92335 is
wheelchair accessible, and a portable microphone is available. Upon request, this agenda will
be made available in appropriate alternative forms to persons with disabilities, as required by
Section 12132 of the Americans with Disabilities Act of 1990. Any person with a disability who
requires a modification or accommodation in order to participate in a meeting should direct

This is an opportunity for members of the public to address the City Council for up to three ( 3)
minutes total on items either on the Agenda or items not on the Agenda, but within the City
Council's jurisdiction. Note that Public Hearing items have individual and specific public input
opportunities during the public hearing and testimony on those items will only be taken during
the public hearing. The Council is prohibited by law from discussing or taking immediate action
on non-agendized items. The Mayor and City Council reserve the right to adjust this time limit
based on the number of speakers who wish to address the Mayor and City Council .

Services (SP-04-HR-23) for Human Resources
1. Award bid (SP-04-HR-23) and authorize the City Manager to execute a
contract with Public Sector Personnel Consultants for the amount of not
to exceed $250,000 for the Classification and Compensation Study.
2. Approve and authorize the City Manager to execute any future
amendments to the contract.

F. Approve Replacement of Securities for Tract No. 16898 21-1989
Located South of Merrill Avenue and East of Catawba Avenue
Approve replacement of securities for infrastructure improvements of Tract
No.16898 and authorize the City Manager to enter into a Subdivision Agreement
with Citrus Merrill, LLC for construction of infrastructure improvements.

G. Conveyance Agreement - Homeless Prevention and Resource 21-2002
Center property (APNs: 0232-171-09, -12, -13, -14 and
0232-171-05, -06, -07, and -08); and make findings of
exemption under the California Environmental Quality Act
(CEQA).
1. Approve the agreement by and between Calmat Co and the City of
Fontana for the conveyance to the City of Fontana of approximately 3.6
acres of land located at the southwest corner of Tokay Avenue and Arrow
Blvd.
2. Authorize the City Manager to execute any documents necessary or
appropriate to effectuate said approvals and/or agreement.

H. Agreement for Exchange of Real Property and Joint Escrow 21-1993
Instructions - NH Southridge LLC ; and make findings of
exemption under the California Environmental Quality Act
(CEQA).
1. Approve an Agreement for Exchange of Real Property and Joint Escrow
Instructions with NH Southridge LLC for Assessor Parcel Number 0237-
411-13 and find the approval is not a “project” requiring review under
CEQA, or, in the alternative, is subject to the common-sense exemption
from CEQA.
2. Authorize the City Manager to execute any documents necessary or
appropriate to execute the Agreement for Exchange of Real Property and
Joint Escrow Instructions; and,
3. Determine that the City Council’s actions are exempt from CEQA

contract with JT2 Integrated Resources for annual claim administration
and medical review.
