PRESENT: Mayor Savage, Councilman Helms, Councilman Wolfe, Councilman Moody, Councilman Garrison,
and Councilman Hudgins were present. Councilwoman Cook was absent.

New Business Item #1
Consideration of award of a construction contract to Classic City Mechanical of Wintersville, GA for
South Carolina Infrastructure Investment Program (SCIIP) – Grant #A-23-C074 – Bypass Water Line and
Spratt Street Water Improvements – Eric Davis
Councilman Wolfe made a MOTION to approve New Business Item #1. SECONDED by
Councilman Garrison. Passed 6-0.
INFORMATION/DISCUSSION
Information / Discussion Item #1
Operations Center Update
The architect and staff provided Council with an update on the Operations Center project located
on Banks Road.
Information / Discussion Item #2
Fort Mill Community Center Update
The architect and staff provided Council with an update on the Fort Mill Community Center project
that will revitalize the former Banks Street Gym facility.
Information / Discussion Item #3
Calhoun Street Park Turf Field Project
The project consultant and staff provided Council with an update on the project to convert Calhoun
Street Park into a turf field.

Utility Payment Updates – Eric Davis
Assistant Town Manager / CFO Eric Davis provided Council with updates on our utility payment
processes.

State Accommodation Tax Grant Program – Eric Davis
Assistant Town Manager / CFO Eric Davis provided Council with options for discussion on
updating the Town’s Accommodation Tax Grant program.

Executive Session Item #1
Discussion of negotiations incident to proposed purchase of real property
Executive Session Item #2
Receipt of legal advice relating to potential claims
Mayor Savage asked for motions to go into executive session.
Councilman Wolfe made a MOTION to go into Executive Session. SECONDED by
Councilman Moody. Passed 6-0.
Councilman Wolfe made a MOTION to come out of Executive Session. SECONDED by
Councilman Garrison. Passed 6-0.
Councilman Garrison made a MOTION to authorize staff to negotiate the purchase of real
property pursuant to the terms discussed in executive session. SECONDED by Councilman
Wolfe. Passed 6-0.
ADJOURN
Councilman Wolfe made MOTION to adjourn. SECONDED by Councilman Hudgins. Passed 6-0.
Having no more business to conduct, the meeting adjourned at 8:45 p.m.
