Fort Mill Town Council Meeting Minutes Monday, April 28, 2025 6:00 p.m. Council Chambers 205 N. White Street Fort Mill, SC 29715 PRESENT: Mayor Savage, Councilman Hudgins, Councilman Garrison, Councilwoman Cook, Councilman Helms, Councilman Moody, and Councilman Wolfe were present. CALL TO ORDER PLEDGE OF ALLEGENCE INVOCATION Invocation provided by Councilman Helms MINUTES March 24, 2025 Council Meeting April 14, 2025 Council Workshop Councilman Wolfe made a MOTION to approve the minutes of the March 24, 2025 and April 14, 2025 meetings as presented. SECONDED by Councilman Helms. Passed 7-0. PUBLIC COMMENT Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the Town may appear before Council for the purpose of providing public comments on any municipal matter (except personnel matters). Those who wish to speak must sign in outside of Council Chambers prior to the start of the meeting. Citizens will be given 3 minutes each to speak. Scott Couchenour – 122 W. Oak Street – spoke on procurement practices to incentivize local contractor participation, York County parks and recreation funding, and the design speed for the Pennies 5 project for US HWY 21 BYP. Page 1|4 PRESENTATION Presentation #1 2025 SC Strawberry Festival Poster Contest Winner – Jacona Hester Jacona Hester presented Town Council with the winning South Carolina Strawberry Festival Poster and recognized Celia Mills as the artist for the winning design. Presentation #2 Proclamation for International Firefighters’ Day, Public Service Recognition Week, National Police Week, and National Public Works Week – Mayor Savage Mayor Savage presented proclamations to Brian Harris (Public Works Director), Bryan Zachary (Police Chief), Chipper Wilkerson (Fire Chief), Greg Rushing (Utilities Director), and Cary Vargo (Town Manager) in recognition of International Firefighters’ Day, Public Service Recognition Week, National Police Week, and National Public Works Week OLD BUSINESS Old Business Item #1 Second Reading: An ordinance amending the Town of Fort Mill Procurement Code so as to increase the small purchase threshold from the current $1,000 to the proposed $2,500 – Phillip Aycock Councilman Hudgins made a MOTION to approve Old Business Item #1. SECONDED by Councilman Wolfe. Passed 7-0 NEW BUSINESS New Business Item #1 First Reading: An ordinance amending the Code of Ordinances for the Town of Fort Mill: Chapter 2, Administration; Article IV, Finance and Taxation; Division 4, Development Impact Fees; so as to update the development impact fees for the town as mandated by the South Carolina Development Impact Fee Act – Chris Pettit Councilman Wolfe made a MOTION to approve New Business Item #1. SECONDED by Councilman Helms. Passed 7-0. New Business Item #2 First Reading: An ordinance adopting the Capital Improvements Plan for projects eligible for development impact fee funding – Chris Pettit Councilwoman Cook made a MOTION to approve New Business Item #2. SECONDED by Councilman Garrison. Passed 7-0. Page 2|4 New Business Item #3 Consideration of award of a construction contract to Eagle Wood, Inc. for Walter Elisha Park Phase II Improvements – Chris Pettit Councilwoman Cook made a MOTION to approve New Business Item #3. SECONDED by Councilman Wolfe. Passed 7-0. New Business Item #4 Consideration of advertisement of 2025 Infrastructure Improvement Project – Eric Davis Councilman Wolfe made a MOTION to approve New Business Item #4. SECONDED by Councilman Garrison. Passed 7-0. New Business Item #5 A resolution amending the Town of Fort Mill Accommodations Tax Grant Guidelines – Eric Davis Councilwoman Cook made a MOTION to approve New Business Item #5. SECONDED by Councilman Hudgins. Passed 7-0. New Business Item #6 Consideration of appointment of Barry Mack as the Town’s Municipal Attorney – Cary Vargo Councilman Garrison made a MOTION to approve New Business Item #6. SECONDED by Councilman Moody. Passed 7-0. New Business Item #7 Consideration of appointment of Pope Flynn as the Town’s Special / Conflict Counsel – Cary Vargo Councilman Hudgins made a MOTION to approve New Business Item #7. SECONDED by Councilman Garrison. Passed 7-0. New Business Item #8 A resolution accepting the streets within Massey Phase 2 subdivision into the Town of Fort Mill Street Maintenance System – Penelope Karagounis Councilman Wolfe made a MOTION to approve New Business Item #8. SECONDED by Councilman Moody. Passed 7-0. INFORMATION/DISCUSSION Information / Discussion Item #1 Comprehensive Plan Update – Penelope Karagounis Planning Director Penelope Karagounis provided Council with an update on the work completed to date on the Town’s Comprehensive Plan project and gave an overview of the important dates and milestones moving forward with the project. Page 3|4 Information / Discussion Item #2 Downtown Master Plan Update – Chris Pettit Assistant Town Manager Chris Pettit provided Council with an update on the work completed to date on the Town’s Downtown Master Plan project and gave an overview of the important dates and milestones moving forward with the project. EXECUTIVE SESSION Please Note: Council may take action on Executive Session Items listed on the agenda when they come back into Public Session. Executive Session Item #1 Discussion of negotiations incident to proposed purchase of real property Executive Session Item #2 Receipt of legal advice relating to potential claims Executive Session Item #2 Discussion of negotiations incident to proposed contractual arrangements Councilman Helms made a MOTION to go into Executive Session. SECONDED by Councilman Garrison. Passed 7-0. Councilman Wolfe made a MOTION to come out of Executive Session. SECONDED by Councilman Helms. Passed 7-0. Mayor Savage noted that no votes were taken in Executive Session. ADJOURN Councilman Garrison made a MOTION to adjourn. SECONDED by Councilman Moody. Passed 7-0. The meeting adjourned at 8:24 PM.
