Resolu on 2021‐215 ‐ Purchasing policy & Procedure. 9. Resolu on 2022‐27 – Town of Fort White Mee ng rules & procedures. ITEM 2 ‐ APPROVAL OF MINUTES: April 7, 2025 and April 21, 2025 Town Council mee ng and April 16, 2025 Town Council Special mee ng. Councilmember Koon mo on to approve all 3 mee ng minutes, seconded by Mayor Thomas ‐ passed unanimously. ITEM 3 ‐ PUBLIC COMMENTS Mr. Castor – Updates on water treatment progress. ITEM 4 ‐ NEW BUSINESS 1. Main Street program Town Council Ques on and Answer with Kathryn Beck – Katherine Beck discussed Main Street Program – Answered Ques ons. a. Main Street program lease for Train Depot use – Mo on by Mayor Thomas, Seconded by Councilmember Koon, to table un l next mee ng. A orney Pope to dra lease agreement along with Resolu on – Passed Unanimously. 2. Select provider for banking services for Town ‐ Bank proposals – Mo on by Mayor Thomas to switch from Seacoast Bank to Campus USA Credit Union, seconded by Councilmember Terry – Passed Unanimously. 3. Choose vendor for sidewalk bid – Mo on by Councilmember Terry, seconded by Councilmember Koon to approve CDM Contractors for Sidewalk project. – Passed unanimously. 4. Decision on waiving fee for Fort White Soccer Club Community Center use – Mo on by Councilmember Terry, seconded by Mayor Thomas to waive Community Center fee for use. – Passed Unanimously. 5. FRDP grant equipment expenditure request ‐ Proposals by Doug Sanders – Mo on by Mayor Thomas, seconded by Councilmember Harrell to authorize Councilmember Merricks.  to allow for grant administra on to spend funds and work with Doug Sanders for both parks– Passed Unanimously. 6. Highway Ligh ng Maintenance Agreement with FDOT‐ Mo on by Mayor Thomas, seconded by Councilmember Merricks to approve agreements pending if FDOT will give the monies. – Pass Unanimously. 7. Town profit and loss statements from January 2025 ‐ April 2025 – Discussed upda ng names on Verizon accounts naming public works employees. 8. Resolu on 2021‐215 – Tabled to 6/12/25 mee ng. Amending Purchasing policy & Procedure. 9. Amend rules & Procedures governing Town Agenda prepara on by Town Clerk/ Assistant Town Clerk. b. Adopt Roberts’ Rules of Order. c. Appoin ng Town A orney as Parliamentarian. d. Change vo ng procedure to only Council members vote, and Mayor only votes as the ebreaker. ITEM 5 ‐ CITIZEN COMMENTS: Karen Harrel – Requested Park Benches to have divider. ITEM 6 ‐ COUNCIL MEMBER COMMENTS 1. Regional stakeholders mee ng – Tabled un l June 13 mee ng. 2. Yard sale to be con nued ‐ comment by Council member Terry. ITEM 7 ‐ ADJOURNMENT: Councilmember Koon mo on to adjourn, seconded by Mayor Thomas – Passed unanimously. Minutes of the Town Council mee ng may be obtained from the Town Clerk's office. The minutes are recorded, but not transcribed verba m. Persons requiring a verba m transcript may make arrangements with the Town Clerk to duplicate the recordings or arrange to have a court reporter present at the mee ng. The cost of duplica on and/or court reporter will be borne by the reques ng party.  In accordance with Sect. 286.0105 Florida Statutes, no ce is given that if a person wishes to appeal a decision made by the Town Council with respect to any ma er considered at this mee ng, they will need a record of the proceedings, and for such purpose may need to ensure that a verba m record of the proceeding is made, which record includes the tes mony and evidence upon which the appeal is based.
