Forty Fort Borough Council Meeting March 2, 2020 Call to order Gavel strike of President of Council Jeffrey McLaughlin, called tonight’s meeting to order at 7:00 PM. Invocation and Pledge of Allegiance to the Flag Reverend Lukish led the invocation along with Council President Jeffrey McLaughlin leading the Pledge of Allegiance. Roll Call President Jeffrey McLaughlin ordered a roll call. Members in attendance were President Jeffrey McLaughlin, Vice President Thomas Murray, Phil Mertz, Kristy Dadurka, Frank Mazza, David Sieminski and Cara Devine. Borough Mayor Andy Tuzinski, Chief of Police Daniel Hunsinger, Borough Manager Bonnie Arnone, Borough Secretary Michele Pascarella, DPW Supervisor Rick Kamus, Attorney William Finnegan, Police Chief Daniel Hunsinger, Mayor Andy Tuzinski, Code Enforcement Officer Tom Craig and 5 visitors were in attendance. Public Comments Mary Ann Martinsky of 47 Hughes Street made another complaint about her next-door neighbor. Code Officer Tom Craig and Attorney William Finnegan are working together to change the ordinance. Tom Craig stated the neighbor is on his 1st extension and is allowed one more 30-day extension. Eric Rhinehart of 112 Dana Street made a complaint of a resident leaving dog feces in a bag throughout the borough. They are picking the feces up but leaving the bags on the street. Eric Rhinehart of 112 Dana Street also proposed to have Disc Golf at the Soccer fields. Mike McAuvic of 26 Englewood Terrace stated he and other residents are trying to maintain property value in the borough and that what is happening next to 47 Hughes Street would bring the value down. Consent Agenda Matters listed with the consent agenda have been referred to members of the Borough Council for reading and study, are routine and will be enacted by one motion of Council. If separate discussion is desired, the item will be removed from the Consent Agenda by Council action. The resolutions listed below are submitted by Borough Council for the review and will be adopted by one motion. All were in favor, motion passed. Correspondence • Kingston Forty Fort Baseball Donation request Council Action Items A motion was made by Thomas Murray to approve payment of all bills. The motion was seconded by Cara Devine. All in favor. Mr. McLaughlin abstained from the payment of the GBM bill. Motion passed. A motion was made by Kristy Dadurka for the donation to Kingston Forty Fort Baseball Association. The motion was seconded by Cara Devine. All in favor. Motion passed. A motion was made by Thomas Murray authorizing to seek qualified Engineers for the Bike Trail Project. The motion was seconded by Frank Mazza. All were in favor. Motion passed. A motion was made by Cara Devine to hire Robert “Skip” Carey for P-T DPW grass cutting @$12.00 per hour. Motion was seconded by Kristy Dadurka. All were in favor under the contingency that he has medical clearance. Motion passed. A motion was made by Cara Devine to authorize Jerry Lemark to solicit donations for park equipment. Motion was seconded by Phil Mertz. All were in favor and agreed to also let him solicit for Hometown Hero’s. Motion passed. A motion was made by Phil Mertz to authorize the increase of the rates for Forty Fort Sports Complex rates (Pavilion rental fee raised to $200.00; pavilion and adjacent playground area rental to $250.00 and a 10% increase in rates for Soccer Field rentals). Frank Mazza seconded the motion. All were in favor. Motion passed. A motion was made by Cara Devine of Resolution 5 of 2020- Board Appointments to appoint Russel Singer as an alternate to the Zoning Hearing Board, appointing Susan Smith and Rick Kamus to the Shade Tree Commission. Motion was seconded by Dave Sieminski. All were in favor. Motion passed. A motion was made by Phil Mertz on the Vote to advertise proposed Fire Pension Ordinance-Ordinance 1 of 2020. Meeting was adjourned to an Executive Session to discuss personnel issues dealing with an employee in the Fire Department at 7:50 PM.
