Forty Fort Borough Council Meeting Monday June 7, 2021 Call to order Gavel strike of President of Council Thomas Murray called tonight’s meeting to order. Invocation and Pledge of Allegiance to the Flag Reverend Lukish led the invocation along with Mayor Andy Tuzinski leading the Pledge of Allegiance. Roll Call President Thomas Murray ordered a roll call. Members in attendance were President Thomas Murray, Vice President Cara Devine, Phil Mertz, Frank Mazza, Jeffrey McLaughlin, Kristy Dadurka, Dave Sieminski, Borough Manager Bonnie Arnone, Borough Mayor Andy Tuzinski, Police Chief Dan Hunsinger, Borough Secretary Michele Pascarella and DPW Supervisor Rick Kamus. There were 16 visitors in attendance. Public Comments John Vitanovec from 1120 Murray Street asked Council why a section of Tripp Street (from Murray to railroad tracks) was paved? Council informed him this was part of the Alley Paving Grant. Consent Agenda Matters listed with the consent agenda have been referred to members of the Borough Council for reading and study, are routine and will be enacted by one motion of Council. If separate discussion is desired, the item will be removed from the Consent Agenda by Council action. The resolutions listed below are submitted by Borough Council for the review and will be adopted by one motion. These items have been presented to the council at the prior month’s work session for review. All were in favor, motion passed. Correspondence Certified List of Police Officers Council Action Items A motion was made by Cara Devine of payment of all bills as presented and seconded by Kristy Dadurka. All were in favor. Motion passed. Jeffrey McLaughlin abstained from payment of GBM. A motion was made by Cara Devine to offer employment to Richard Vaow for Full time Police officer. The motion was seconded by Phil Mertz. All were in favor. Motion passed. A motion was made by Phil Mertz to offer conditional employment to Tyler Norton for a Full time Police officer. The motion was seconded by Cara Devine. All were in favor. Motion passed. A motion was made by Kristy Dadurka to hire April Lynn Dulski as Part time Police officer. The motion was seconded by Cara Devine. All were in favor. Motion passed A motion was made by Dave Sieminski to hire Hunter Sgarlat and Mason Sgarlat as part time employees for the DPW. The motion was seconded by Jeff McLaughlin. All were in favor. Motion passed. A motion was made by Jeff McLaughlin to hire Jacob Shelley as a full time DPW employee. The motion was seconded by Frank Mazza. All were in favor., Motion passed. A motion was made by Cara Devine to hire Riley Dieffenbach, Ben Bowen, Akira Kopec and Elise Ginocchetti as lifeguards. The motion was seconded by Dave Sieminski. All were in favor. Motion passed. A motion was made by Kristy Dadurka to raise hourly rate of pay for lifeguards to $10.00 per hour with the head lifeguards ay $10.50. The motion was seconded by Cara Devine. All were in favor. Motions passed. A motion was made by Dave Sieminski to engage Cohen Law Firm for Comcast Franchise Fee Contract renewal. The motion was seconded by Jeff McLaughlin. All were in favor. Motion passed. A motion was made Cara Devine to purchase code office software update from iWord. The motion was seconded by Phil Mertz. All were in favor. Motion passed. A motion was made by Phil Mertz of Resolution 8 of 2021 the authorizing of Forty Fort Borough to sell the 1991 Fire truck. The motion was seconded by Frank Mazza. All were in favor. Motion passed. A motion was made by Jeff McLaughlin of Resolution 9 of 2021- Updating the PA Emergency Management Services agreement. The motion was seconded by Cara Devine. All were in favor. Motion passed. A motion was made by Cara Devine of Resolution 10 of 2021- Creation of an Advisory Park and Recreation Board. The motion was seconded by Phil Mertz. All were in favor. Motion passed. A motion was made by Kristy Dadurka of the contract extension with Peer Consultant Samantha Holbert until June 1, 2022. The motion was seconded by Frank Mazza. All were in favor. Motion passed. A motion was made by Cara Devine to hire GPI Engineer’s as Borough Engineers. The motion was seconded by Phil Mertz. All were in favor. Motion passed. A motion was made by Dave Sieminski to accept the resignation of Bryan Sweigart from the Zoning Hearing Board. The motion was seconded by Phil Mertz. All were in favor. Motion passed. A motion was made by Cara Devine to accept the resignation of Attorney William Finnegan as solicitor. Motion was seconded by Dave Sieminski. All were in favor. Motion passed. Cara Devine asked if garbage and recycling cans can be placed at the top of the park Executive Session DPW, Police and Fire Personnel Issues Meeting was adjourned at 7:36 pm to an Executive Session.
