Reorganizational Meeting Minutes of the Fountain City Common Council
Tuesday, April 15, 2025 at 6:00 PM
The meeting was called to order at 6:00 PM by Mayor Ben Adank. Roll call: Christine Williamson, Barb Schmidtknecht,
Scott Feraro, Peter Schaffner and David Endres present. Stephen Qualy, absent.
Motion Barb, second Chris to approve the minutes from the Common Council meeting held on Wednesday, April 9,
2025. Motion carried.
By ballot vote, Barb Schmidtknecht was voted in as Council President.
New council member, Scott Feraro replaces previous council member, Ryan Ligman on the following committees: Board
of Review, Park-Rec/Tourism/City Property/Cemetery, and Planning/Zoning/Economic Development.
Motion Peter, second Scott to approve the fee schedule as follows: Cigarette license, $110; Class A Beer license, $50;
Class A Liquor license, $200; Class B Beer license, $100; Class B Liquor license, $500; Class C Wine license, $100;
Temporary Class B Beer/Wine/Beer & Wine, $10; Provisional/Operator’s (Bartender’s) license, $15; Liquor license
publication fee, $15; Pawn Brokers & Secondhand Dealers license, $25; Mobile Food Establishment license (Only if on
city property), $100/year or $20/day; Special Event Permit, $25; Building Permit, $50; Building Variance Application,
$300; Parking Fine, $25; Board of Appeals, $300; Burning Permit, $5; Annual Boat Launch Permit, $35 or $25 if 65 years
or older; or second vehicle same family, $15; Daily Boat Launch Permit, $7; Fishing Tournament Event, $25; NSF Fee,
$25; Dog License, Altered, $10 or Unaltered, $15; Dumpster Permit, $10; Dumpster Violation, $50; Trapping Rights, $50;
Sidewalk Snow Removal, $75; Police to serve papers, $50; Skid Steer usage, $75/hour; Gravel/yard, $75; Sand Hauling,
0.15/cubic yard; Summer Burial, $775; Summer Burial (Sat, Sun, Holiday, after 1 PM), $925; Winter Burial, $900 - $1400;
Winter Burial (Sat, Sun, Holiday, after 1 PM), $1050 - $1550; Summer Cremation Burial, $275; Summer Cremation Burial

hour minimum, no charge for youth leagues; Community Meeting Room Rental, $75/day or $10/hour with a $100
refundable security deposit; Park Shelter, No charge, first come, first served; Ballpark & Concession Stand Rental, $100
w/a $50 refundable deposit, no charge for non-profits; Red Cross Bloodmobile, no charge; Bowling Leagues,
$500/league/season; Water Utility NSF/Special billing/Special Meter Reading, $25, Reconnection charge, $40 or $50
after business hours; New connection to the sewer system, $150; and Recycling Fee, $3/month. Motion carried.
The council decided to schedule the monthly council meetings on the second Wednesday of every month from 6:30 PM
to 6:00 PM effective immediately.
Motion Chris, second David to approve the Operator License for Heather Zastrow. Motion carried.
Motion Barb, second Chris to approve payment of the bills as presented. Motion carried.
Motion Chris, second David to adjourn at 7:00 PM. Motion carried.
