Regular Meeting Minutes of the Fountain City Common Council Wednesday, October 8, 2025 at 6:00 PM The meeting was called to order at 6:00 PM by Mayor Ben Adank. Roll call: Christine Williamson, Barb Schmidtknecht, Peter Schaffner, Stephen Qualy, Scott Feraro, and David Endres, present. The Pledge of Allegiance was recited. Motion B. Schmidtknecht, second S. Qualy to approve the minutes from Wednesday, September 10, 2025. Motion carried. Motion B. Schmidtknecht, second P. Schaffner to approve the change order with Simmon’s Construction for auditorium windows over & above at $201,750. S. Qualy voting no. Motion carried. Motion C. Williamson, second S. Qualy to approve the proposal of the Public Space Enhancement Plan with Haffner and Crider LLC and the University of Wisconsin Eau Claire students not to exceed the amount of $15,000 starting in the fall of 2025. Motion carried. Motion P. Schaffner, second C. Williamson to approve Resolution 04-2025, A Resolution Imposing Forfeitures for Parking of Vehicles In Violation of Parking Ordinances. Motion carried. Motion B. Schmidtknecht, second S. Qualy to enter into the agreement with the WI Department of Transportation for Highway 35 Resurfacing Project at a cost to the city at $113,739.12. Motion carried. Motion P. Schaffner, second S. Qualy to liquidate the Principal Financial Group investment; signers are Clerk-Treasurer, Marcia Larson; Mayor Ben Adank; and Council President Barb Schmidtknecht. Motion carried. Motion B. Schmidtknecht, second S. Qualy to approve the bills as presented. Motion carried. Council discussed the overage on the Dunn Blacktop invoices of $31,974.06 and it was agreed to split the overage between Dunn Blacktop and the City of Fountain City, each paying $15,987.03. Motion P.
