Regular Meeting Minutes of the Fountain City Common Council
Wednesday, November 12, 2025, at 6:00 PM
The meeting was called to order at 6:00 PM by Mayor Ben Adank. Roll call: Christine Williamson, Barb Schmidtknecht,
Peter Schaffner, Stephen Qualy, Scott Feraro, and David Endres, present. The Pledge of Allegiance was recited.
Motion P. Schaffner, second B. Schmidtknecht to approve the minutes of October 8, 2025, Common Council Meeting.
Motion carried.
Motion P. Schaffner, second S. Feraro to approve the recommendation of the annual REU Audit. Motion carried.
Motion B. Schmidtknecht, second D. Endres to approve the Fountain City Utility Late Payment Charge Policy. Motion
carried.
Motion B. Schmidtknecht, second P. Schaffner to approve the delinquent utility bill and special assessments to the
county tax rolls. Motion carried.
Motion S. Qualy, second D. Endres to approve the closing of the recycling center December 21, 2025. Motion carried.
Motion P. Schaffner, second S. Qualy to approve the Employee Handbook updates. Motion carried.
Motion B. Schmidtknecht, second S. Feraro to approve the renewal of the employees’ Health Insurance Policy with
Quartz, the G402 Plan with Benefit Advisors. Motion carried.
Motion S. Qualy, second D. Endress to approve the quote from Altra AVS for the Auditorium/City Hall Security System
for $14,389.81. Motion carried.
Motion P. Schaffner, second S. Feraro to approve the 2026 Projects and Capital Purchases Plan. Motion carried.
Motion S. Feraro, second B. Schmidtknecht to approve the Old National Bank Loan of $850,000 at 4.21% for 10 years.
Motion carried.
Motion P. Schaffner, second S. Qualy to approve operator licenses for Madeline Armour and Hope Scallon. Motion
carried.
Motion C. Williamson, second S. Qualy to approve the accounts payable. Motion carried.
Motion C. Williamson, second S. Feraro to adjourn at 7:45. Motion carried.
