Regular Meeting Minutes of the Fountain City Common Council
Wednesday, December 10, 2025 at 6:00 PM
The meeting was called to order at 6:00 PM by Mayor Ben Adank. Roll call: Christine Williamson, Barb Schmidtknecht,
Peter Schaffner, Stephen Qualy, Scott Feraro, and David Endres, all present. The Pledge of Allegiance was recited.
Motion C. Williamson, second S. Qualy to approve the minutes of the Special Common Council Meeting and the 2026
Budget Hearing minutes of Wednesday, November 19, 2025. Motion carried.
Motion P. Schaffner, second S. Qualy to approve the 2026 Law Enforcement contract not to exceed $20,000. Motion
carried.
Motion B. Schmidtknecht, second D. Endres to approve the combining of 2 parcels (226-00377-0000 & 226-00378-0000)
at 112 & 116 S Main St. Motion carried.
Motion B. Schmidtknecht, second C. Williamson to approve the allocation of the Principal Financial Group money
amounting to $97,261.79 to the cemetery fund in the amount of $27,693.10 and to the general fund in the amount of
$69,568.69. Motion carried.
Motion B. Schmidtknecht, second S. Feraro to approve the bills as presented. Motion carried.
Motion P. Schaffner, second B. Schmidtknecht to approve the 2025 Budget Amendment. Motion carried.
Motion P. Schaffner, second B. Schmidtknecht to approve the one-year contract with Zenith Aerial Imagery for $2200. S.
Qualy abstaining/absent from this part of the meeting. Motion carried.
Motion C. Williamson, second D. Endres to adjourn at 7:10 PM. Motion carried.
