FRYE, JR., WARD FOUR Fredericksburg, Virginia 22401 Joint School Board/Council Work Session December 4, 2017 School Enrollment Study Capital Improvement Projects Council/School Board Sub-Committee Enterprise Resource Planning Software The Council of the City of Fredericksburg, Virginia held a work session on Monday, December 4, 2017, beginning at 5:30 p.m. at the Walker-Grant Center, 210 Ferdinand Street. Council Present. Mayor Mary Katherine Greenlaw, Presiding. Councilors Kerry P. Devine, Timothy P. Duffy, Charlie L. Frye, Jr. and Matthew J. Kelly. Council Absent. Councilor William C. Withers and Bradford C. Ellis, out of town. School Board Present. Chairperson Elizabeth Rehm. Vice-Chair Barbara Miller- Richards. Board Members Jarvis Bailey (5:57), Jennifer Boyd, Jannan, W. Holmes. School Board Absent. Board Member Malvina Rollins Kay. Also Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley, Assistant City Manager Doug Fawcett, Director of Information Technology Suzanne Tills and Clerk of Council Tonya B. Lacey. Others Present. School Superintendent Dr. David Melton, Deputy Superintendent Marcie Catlett, Chief Financial Officer David Baker, Director of Personnel John Russ, Director of Technology Mike George, Clerk to the School Board Debbie Wright School Enrollment Study. Dr. Melton stated that they hired Mosely Architects to update the School Enrollment Study and Mr. Doug Westmoreland, Vice-President of Mosely Architect presented the update. Mr. Westmoreland presented a PowerPoint and he discussed the following: recommendation from 2012 study, 2014 study recommendation updated enrollment projections, methodology, updated projections methodology, factors that could affect future enrollment trends, potential Fredericksburg residential development, updated enrollment 1 projections, fundamental observations – 2014 to 2017, enrollment projections, updated school program capacity analysis – Hugh Mercer Elementary, Lafayette Upper Elementary, Walker-Grant Middle, James Monroe High, Walker Grant Center, Capital Improvement Program – recommendations, enrollment projections and school program capacities and recommendations. (See Attachments for more information). Dr. Melton stated that under the current conditions the schools would need an additional $1 million per year. A new elementary school with staff would cost an additional $1.2 million for salaries of administration and support staff, this cost would not include teachers. Mayor Greenlaw asked if there would be additional costs for expansion of James Monroe and Dr. Melton said just the cost for normal growth. Councilor Frye asked if there were any options in the future for technical training. Dr. Melton said they were still looking for regional cooperation and they were not planning to add career and technical space, if they did anything it would be normal classroom space to accommodate the number of students. He said it had proven more difficult to partner with Spotsylvania. Ms. Miller-Richards said they had talked about partnering with people in the community like mentorship or internships programs. She said the School Board knew they need to improve in this area. Councilor Kelly asked if there was anything that may affect the budget and Dr. Melton said not that he was aware of but the Legislature had not convened. He said he wasn’t sure of anything regarding statues and he mentioned that Special Education/ESL students were still an issue and it was growing fast. Council/School Board Sub-Committee. Mayor Greenlaw and the School Board Chair would discuss membership for the School Board and City Council Sub-committee. Enterprise Resource Planning Software. Mr. Baroody stated that the meetings for the ERP system were ongoing and he thanked everyone for their help. Adjournment. There being no further business to come before the Council at this time.
